State of Montana Regional Supervisor - Region 3 in Bozeman, Montana

The Role: Montana Fish, Wildlife & Parks (FWP) is divided into seven administrative regions and five distinct resource units (Fish, Wildlife, Parks, Communication & Education, and Enforcement divisions). Each region answers directly to the chief of operations. Each regional supervisor as an executive level leader performs administrative and supervisory duties within their region. The incumbent is typically the hiring authority for regional personnel, participates in development of department programs, implements programs, policies, and budgets to accomplish the agency’s mission. The primary duty is implementation in the field. Regional recommendations are made to department leadership on policies and programs to guide the work of the agency. Supervises and monitors results of work efforts. Provides coordination among agency divisions and with local, state, federal, and tribal agencies, state legislators, county commissioners, and private entities. Responsible for regional buildings, grounds, and FWP recreational lands, assuring infrastructural integrity is maintained for long term operational and functional viability. Serves as a member of integrated, cross-functional teams within the agency. Coordinates, implements, and evaluates programs, defining regional program direction and conducting review for continued improvement. Uses knowledge of strategic planning, public involvement processes, federal and state statutes and policies, natural resource management and policy development, and federal and state budgeting. Collaboratively identifies emerging and long-term department issues, identifies local, state, and federal resource and social trends that will require agency responses to ensure statutory obligations are met. Serves as a member of the department’s management team to guide the department’s strategic vision, mission, and goals and sets the framework for accountability in implementation of department policies and programs. As a member of the management team, leads in a manner that supports the work of the department. Coordinates and implements statewide programs in the region. Takes the lead in developing, revising as necessary, and implementing a system to review programs. May be called upon to provide testimony, prepare and deliver presentations to the commission, legislature, and the public. Manages personnel in conjunction with department leadership and HR, using knowledge of personnel and public organizational management, and best supervisory practices. Responsible for the development, allocation, and monitoring of regional budget using knowledge of funding sources, state and federal budgeting process, and department leadership direction. Minimum Qualifications: The knowledge, skills, and abilities of this position are normally attained through combination of education and experience equivalent a bachelor’s or master’s degree in natural resource management, public administration, or a related field, and 7 years of progressively responsible related experience with 3 years in a supervisory capacity. Other combinations of education and experience will be considered on a case-by-case basis.* *Physical and Environmental Demands: This position generally works in a professional, white-collar office environment with regular pressure to meet important deadlines. Potential stressful situations result from the demands of managing rapidly unfolding and complex social and economic issues in an often politically volatile public arena. Must be capable of keeping several projects moving to their timely completion while remaining available to respond to immediate and unexpected events. Spends substantial time out of office and monitoring field activities, which may require travel in inclement weather as well as exposure to weather extremes. Attends frequent public meetings with diverse groups in a variety of informal and formal settings. Hours in addition to the regular workday and work week are routinely necessary, i.e., greater than a 40-hour work week and work on weekends. Considerable travel is required that may average more than 1,000 miles per month. Must be able to assist field personnel when needed to accomplish regional goals and objectives.
