NEON Program Overview

The National Ecological Observatory Network (NEON) is a continental-scale observation facility funded by the National Science Foundation (NSF) and operated by Battelle. The NEON program is designed to collect long-term, open access ecological data to better understand how U.S. ecosystems are changing, from freshwater systems such as streams, rivers, and lakes to terrestrial systems spanning tropical forests to deserts to tundra (neonscience.org).

We depend on our people to collect observational data and samples in the field, to monitor automated instrumented systems that collect terrestrial and aquatic data, and to operate our airborne observation platform that captures remote sensing data of regional landscapes and vegetation.

We are currently seeking a Field Science Lead. This position is in Boulder, CO.

Job Summary

The Field Science Lead plays a crucial role in maintaining the high standards of NEON's observational sampling and instrument maintenance activities, contributing to the program’s success and impact. The preferred location for this position is Boulder, CO, candidates in other locations would be considered also based upon their ability to meet the job requirements.

Responsibilities

  1. Leadership and Team Management:
  • Implements, executes and communicates policies and decisions of upper Battelle management. Provides leadership to a geographically distributed team of managers, field scientists and technicians aligning them with the NEON Project’s mission and priorities.

  • Provides input to and implements NEON’s 5-year strategic plan.

  • Institutes practices to promote inclusivity, equity, and safety, fostering an environment where all employees and stakeholders can thrive and contribute to NEON's overarching mission.

  • Demonstrates integrity and ethical conduct, personal drive, and resilience.

  1. Communication and Collaboration:
  • Works collaboratively as part of the NEON leadership team.

  • Communicates Field Science activities with the National Science Foundation.

  • Establishes and maintains intentional communication practices with distributed staff to ensure operational consistency and clarity between Domains and NEON headquarters.

  • Collaborates with scientists and engineers to ensure complex issues in data acquisition and system performance are resolved in a timely manner.

  • Prepares activity and performance reports.

  • Develops and implements quality assurance and control policies.

  1. Schedule, Budget and Financial Management:
  • Contributes to NEON’s project management activities, establishing priorities for observatory operations as part of NEON’s leadership team.

  • Develops and implements annual work plan and detailed observational sampling schedules.

  • Participates in marketing activities to clients, manages and may contribute to proposal preparation.

  • Manages Field Science annual budget of approximately $25M, monitoring labor costs and major procurements for goods and services.

  • Contributes to monthly, quarterly and annual status and progress reports.

  1. Staff Management – (team size 160-250):
  • Recruits, hires and appraises performance, administers salaries, prepares staff development plans and approves timecards for 20 supporting managers. Those managers have direct reports including a diverse team of approximately 140 regular and 230 temporary staff.

  • Manages recruiting process for hiring of a seasonal workforce to support observational sampling. Coordinates performance and compensation management across Field Science team. Monitors completion of technical and corporate training.

  • Resolves conflicts between staff and project priorities across Field Science team.

  • Identifies and promotes career development opportunities.

  1. NEON Outreach Initiatives:
  • Directs and supports local and regional outreach initiatives, focused on forging strong collaborative partnerships with land managers, federal and state agencies, university researchers, students, and other stakeholders.

Key Qualifications

  • PhD with 3 years of applicable experience; MS with 5 years of applicable experience; BS with 7 years of applicable experience; or an equivalent combination of education and or experience in a related field.

  • Requires prior work experience in project management and/or financial management.

  • Demonstrated communication skills to effectively interact with top management internally and with client organizations, subcontractors, consultants and staff.

  • Demonstrated human relation skills to understand, select, develop and motivate others.

  • Evidenced ability to lead others in the achievement of goals.

Preferred Qualifications

  • 10 years of project management experience and staff management experience.

  • Demonstrated experience leading and managing geographically dispersed teams.

  • Demonstrated experience leading teams that operate in outdoor field conditions.

Salary

Pay rate: $150,960 - $188,700/year

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience, and other relevant factors.
