Bureau of Reclamation Supervisory Interdisciplinary (Natural Resources Specialist/Physical Scientist/Engineer) in Boulder City, Nevada

The primary duties of this position are: Provides supervision, direction, oversight, control, and project management guidance to the Restoration Management Group. Develops immediate and long-range programs for ecological restoration project investigations and plans; restoration-related water reclamation initiatives; construction programs involving wetlands, fisheries improvements, backwaters, reforestation, revegetation, habitat restoration, and related programs. Manages environmental compliance (e.g., Endangered Species Act (ESA) and National Environmental Policy Act (NEPA)). Provides project management to identify, design, construct, document, and manage, MSCP conservation areas. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. QUALIFICATIONS FOR GS-0401, NATURAL RESOURCES SPECIALIST: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- 2. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. QUALIFICATIONS FOR GS-1301, PHYSICAL SCIENTIST: 1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- 2. Combination of education and experience: education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. QUALIFICATIONS FOR GS-0801, GENERAL ENGINEER: 1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- 2. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph 1. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) In addition to meeting the educational requirements above: GS-13: In order to qualify for the GS-13 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-12 grade level in the Federal service. Specialized Experience for GS-13: Defined as experience leading a multi-disciplined team 1) planning, coordinating, and implementing the restoration of large tracts of land; 2) working with others to develop and execute partnerships for the restoration and enhancement of terrestrial and/or aquatic habitats; and 3) project management experience preparing and tracking budgets, creating timelines, preparing scopes of work/contracts/agreements, and technical report writing. Experience should demonstrate the ability to provide supervision, leadership, project management, and guidance to subordinate staff on terrestrial and/or aquatic habitats. Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: (accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication). Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/25/2024. Education This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Current Reclamation policy requires employees to report to the official duty station for at least 50 percent of their regularly scheduled tour of duty per period (2 weeks).
