_About the Organization:_ The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational School Education (OS). The Division of Occupational Licensure is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The State Plumbing Inspector (Compliance Officer III) monitors, for compliance purposes, various activities, services and/or functions for regulated professions and professionals licensed by the Division of Occupational Licensure. Reviews complaints, documents and pertinent information concerning alleged violations of laws, rules and regulations. Maintains liaison with assigned agency personnel. Obtains evidence and establishes facts concerning complaints and cases of alleged noncompliance with laws, rules andregulations. Confers with parties to complaints; prepares reports and performs related work as required. The State Plumbing Inspector is responsible for inspecting all State buildings and may be called upon to provide nonbinding advisory opinion. Duties and Responsibilities: (these duties are a general summary and not all inclusive) * Oversee and coordinate assigned unit activities to ensure effective operations and compliance with laws,rules, regulations, and policies. Monitor pertinent program areas, various activities, services and/or functions through observation, interviews, evaluations and/or conferences to ensure compliance with governing laws, rules, regulations, program goals, etc., and to provide feedback concerning agency programs. DOLoversees several boards of registration,as well as private occupational schools, and may from time to time require incumbent to perform specified duties for agency program areas other than those specified as primary program areas. Primary program areas include the following professional fields: Plumbers and Gas Fitters. Other professional fields may be assigned in the future. * Under the direction of the Massachusetts Board of State Examiners of Plumbers and Gas Fitters, perform varied and detailed inspectional duties to ensure compliance with the gas and plumbing standards and laws and regulations. * Administer permitting and enforce the provisions of the Plumbing and Gas Fitting Codes as adopted or amended by the Board of State Examiners of Plumbers and Gas Fitters; and inspects installations for all plumbing and gas fitting work for which permits have been issued for Colleges and Universities, Correctional Facilities, Massachusetts Department of Transportation, Courthouses, Hospitals, MBTA, Airports and all other buildings that are owned, used or leased by the Commonwealth of Massachusetts. * Assist plumbers, gasfitters, engineers relative to piping designs and layouts, pipe size etc. and guide plumbers or gasfitters in interpreting the Code and the intent of the law. * Consult and advise other State officials as needed or requested. * Review complaints, reports, documents, and pertinent information received from the general public and agency personnel concerning alleged violations of laws and regulations to determine the appropriateness of the complaint, to determine appropriate action to be taken and/or to refer complaints to the appropriate agency. * Establish professional rapport and make contact with assigned agency personnel to provide information concerning, and encourage compliance with, the provisions of laws,rules, and regulations. * Respond to inquiries in order to provide information concerning agency policies and procedures and laws, rules and regulations governing agency activities. * Assist with public record requests by collecting documents for production that are responsive to the requests. * Determine procedures to be used in collecting information and evidence in connection with complaints and alleged noncompliance with laws, rules and regulations. Obtain evidence and establish facts concerning complaints and alleged non-compliance with laws, rules and regulations by interviewing individuals and conducting on-site visits in order to determine extent of non-compliance, validity of complaints and to prepare evidence or information for appropriate action. * Verify information obtained in order to establish accuracy and authenticity of facts. * Confer with parties to complaints to resolve issues, make appropriate settlements and to encourage compliance with established laws, rules and regulation. * Prepare reports concerning assigned activities to provide requested information and make appropriate recommendations. * Perform related duties such as maintaining records, attending meetings, and preparing correspondence. * Attend Division of Occupational Licensure board meetings when requested, primarily to speak to the board regarding complaints as the assigned investigator of record. * Make recommendations concerning changes in policies and procedures governing assigned unit activities and confers with management staff and other agency personnel to provide information, resolve problems and/or recommend changes in policies and procedures. * Review and analyze reports, memoranda, etc. for accuracy, completeness and content and to take appropriate action to resolve problems. * Testify at hearings. _Preferred Knowledge, Skills, and Abilities:_ * Must have experience with Massachusetts Plumbing and Massachusetts Gas Fitters Code. * Must possess an active Massachusetts, or reciprocal State driver’s license and have access to a personal vehicle. * Must possess an active Massachusetts Master Plumbers and Master Gas Fitters License in good standing. _ All applicants should attach a cover letter and resume to their online submission for this position._ /SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES.
