BPS Overview:
Boston Public Schools (BPS) serves over 48,000 children in 123 schools. BPS enrolls over 17,000 students identified as English Learner students (ELs), with approximately 3,000 ELs with disabilities. In addition, BPS enrolls over 10,000 students with disabilities, with approximately 3,000 MLLs with disabilities. Institutional Background :
The Office of Multilingual and Multicultural Education (OMME) is committed to ensuring that BPS students will acquire the 21st century, bi-literacy skills and cross-disciplinary knowledge required for success in college and/or careers. The Equity & Accountability Team of OMME provides guidance and support to schools and central administration for legal compliance and equitable access to services. Through OMME’s work, English Learner students (ELs) receive the services and programming they need, aligned with current research and the BPS vision, mission, and goals.
The Boston Public Schools (BPS) seeks a highly skilled and dedicated Senior Director of Equity and Accountability for the Office of Multilingual and Multicultural Education (OMME). The Senior Director will be critical in advancing equity and promoting accountability within the district's English Learner (EL) programs by overseeing a team committed to justice and inclusion. They will work collaboratively with various collaborators to ensure that English Learners have equitable access to high-quality education and support, leading to improved academic outcomes and overall success.
Responsibilities:
School Support: Lead team of Equity and Accountability Program Managers to support School Superintendents, school leaders, and LATFs in understanding and implementing equitable services for ELs, such as: ESL scheduling, Budget Collab/Probable Org, student monitoring, parent notification, etc. Support will be provided at multiple levels through the district’s regional support model, via LATF PD, on-site or one-on-one support, webinars, and by creating and disseminating a clear process mapping of compliance responsibilities with an associated handbook that details the compliance process in a user-friendly manner.
Compliance Reporting: Responsible for ensuring on-time and accurate compliance reports required under the DOJ Successor Agreement, META consent decree, DESE’s Office of Language Acquisition, and by other external monitoring agencies. Develop protocols to assist the District in meeting all federal, state, and local compliance requirements regarding English Learners. Develop a district wide plan in response to the state’s TFM program audit and create a large-scale implementation process. Provide technical assistance to OMME staff, central office staff, and schools on the processes and protocols for submitting relevant reports as legally required. Provide timely executive level summaries of all reports to district leadership with risk analysis and research-based recommendations.
Data: Lead team to collaborate with other central offices to ensure accurate collection of data on ELs and that facilitates monitoring of EL services. Develop strategic plans to improve outcomes for students based on this data. ACCESS, MCAS, etc. Oversee the development, acquisition and implementation of data management systems/processes.
Policies and Protocols: Lead team to create and revise policies, guidance, and processes that both meet the needs of ELs and that are easy for schools to use and understand.
Program Evaluation: Synthesize data points and information, including but not limited to federal, state, and local requirements regarding English Learner Education (ELE), existing EL policies and protocols in BPS, and internal studies to maximize effectiveness of EL Programming. Evaluate current EL programs, conducting studies, compiling and distilling vast data sets to draw meaningful conclusions, implementing corrective action plans to improve current programming, as well as innovating strategically and using data driven decision making to create new EL programming.
Strategy : Identify potential areas of compliance vulnerability and risk, utilizing legal knowledge to maximize proactive anticipation. Develop a strategy that allows the district to self-monitor at the student and systems level without the need of federal or state intervention.
Management: Supervise a team of 9 Equity and Accountability Program Managers and one Compliance Platform Manager. This position will have three direct reports. Allocate and manage the spending of the provided budget to ensure priorities are adequately funded. Provide updated reports as requested.
General Support to the Office of Multilingual and Multicultural Education . Perform other tasks as requested by the Deputy Chief of Operations and Accountability
Required Qualifications:
Master’s Degree (Public Policy, ESL, Applied Linguistics, or Educational/Organizational Leadership preferred)
Minimum 3 years experience in managing projects and dealing with compliance related work with demonstrated increase in level of responsibilities and work performance.
Minimum 3 years experience in supervising a team
Working knowledge of national research and best practices theories in closing the achievement gap for ELs.
Demonstrated capacity to cultivate a team dynamic that seeks constructive criticism for continuous improvement, creates safe spaces for team feedback, and takes ownership of producing high quality work in a timely manner.
Strong interpersonal skills, including the ability to work with diverse groups of people.
Excellent verbal and written communications skills, with good editorial skills.
Excellent organizational skills with attention to detail.
Demonstrate mastery of Excel, data analysis, data interpretation, and data visualization; interpret vast quantities of data succinctly and accurately to provide context to all stakeholder
Excellent customer service techniques with strong ability to problem solve.
Ability to use the internet and other analytical platforms to conduct research and data analysis.
Knowledge of a wide variety of computer programs including word processing, database management, PowerPoint, Excel and Desktop Publishing.
Demonstrate mastery of data analysis, data interpretation, and data visualization for presentations and reports.
Proven ability to work independently, exercise judgment, manage multiple tasks and priorities.
Preferred Qualifications:
Juris Doctor or Doctoral Degree in related field
Working knowledge of program design, implementation and evaluation as it pertains to Dual Language, Transitional Bilingual Education, Sheltered Instruction, and SLIFE Programs.
Second Language Proficiency in Spanish, Haitian Kreyol, Chinese (Mandarin or Cantonese), Vietnamese, Cape Verdean Creole, Portuguese or Somali
COMPENSATION RANGE: D62 ($128,951)
