State of Massachusetts Post Award Contract Specialist in Boston, Massachusetts

The Massachusetts Department of Public Health (DPH) is seeking a dynamicPost-Award Contract Specialistto provide comprehensive support to the Administration and Finance Division within the Bureau of Family Health and Nutrition (BFHN). This position will support the Division’s work by carrying out fiscal administrative duties under the supervision of the Grants and Budget Manager. This position is responsible for managing the contracts and budgets for providers awarded federal grant funds, ensuring that contracts, budgets, invoicing and expenses comply with the terms of the grant award, Uniform Guidance, and state finance law. This position handles a wide range of responsibilities requiring a high level of organizational and time management skills, including the ability to work closely with several subject-area staff, coordinate multiple tasks simultaneously, set priorities, and meet deadlines in a fast-paced and changing professional environment. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Manage federal grant administration activities for the Bureau of Family Health and Nutrition (BFHN), ensuring strict compliance with awarding agency regulations, Uniform Guidance, and state finance law. * Prepare and maintain comprehensive financial documentation, meticulously tracking and reconciling expenditures, while meeting established deadlines for grant reports to awarding agencies. * Facilitate the administration and maintenance of existing federal grants by collaborating with principal investigators, monitoring budgets, tracking matches, and documenting programmatic and budget progress. * Assist with federal audits, providing necessary documentation and support as required. * Oversee BFHN issued contracts/subawards, ensuring alignment with grantor’s terms and conditions, and compliance with all applicable state and federal regulations. * Coordinate new federal grant opportunities, providing general assistance in the application process, including proposed budgets, match commitments, and leveraged funding. * Implement new federal grants by coordinating the development of required templates and processes in collaboration with project managers. * Research funding opportunities supporting BFHN’s mission, programs, and restoration activities, determining funding needs in consultation with project managers. * Maintain meticulous records of historical grants, including data, deliverables, and closeout activities, while administering contract processing and invoice transactions. * Analyze and project current and future expenditures, ensuring accurate reconciliation of grant expenditures, tracking project costs, and maintaining comprehensive grant records. * * * Required Qualifications: * * Ability to prepare comprehensive reports, charts, graphs, and tables, and use them to present information to diverse audiences. * Capacity to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to understand, explain and apply the laws, rules, regulations, policies, and procedures, etc. governing assigned unit activities. * Excellent communication and presentation skills. * Sound judgment and discretion in handling confidential information. * Ability to perform calculations using formulas to solve problems. * Ability to follow instructions. * * * Preferred Qualifications* * Ability to communicate effectively, respond to time sensitive requests, and coordinating highly confidential information across multiple divisions within the bureau to meet deadlines. * Strong communication skills are required to respond to internal and external stakeholders professionally and reliably such as DPH Commissioner’s Office and Bureaus, the Executive Office of Health and Human Services (EOHHS), and other state agencies, service provider organizations, advocacy groups, and other strategic partners. * Proficient with Microsoft Office apps including Microsoft Word, Excel, and PowerPoint. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.* II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.* III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
