State of Massachusetts Operations Analyst in Boston, Massachusetts

The Operations Analyst will provide support to the Operations Coordination at the Department of Public Health's Bureau of Climate and Environmental Health. This individual will work closely with BCEH’s senior leaders including the BCEH Director, Deputy Director(s), and Administration and Finance Director to support their operational needs. The incumbent will aid in establishing operational processes and procedures to assist in the efficient running of BCEH, a bureau of around 150 employees. The Operations Analyst will maintain the calendars of BCEH Director and Deputy Directors to schedule internal and external meetings with other agencies and stakeholders including developing agendas for meetings. In addition, the Operations Analyst will help draft reports and spreadsheets for review by BCEH senior leadership, some for the DPH Commissioner’s office, and will coordinate receiving input from the Bureau’s seven program directors. This individual will be the bureau’s back-up public record liaison and will assist with coordinating public record requests and fulfillment. The incumbent will handle all PRRs for the Childhood Lead Poisoning Prevention Program (CLPPP) program and will provide backup data and document management for CLPPP. _DUTIES AND RESPONSIBILITIES (These duties and responsibilities are not all-inclusive):_ As Operational Support: * Assist with development and/or revise bureau's administrative standards and procedures to ensure successful and efficient operational activities and to facilitate clear communication among BCEH’s senior leaders. * Organize and maintain electronic information and folders on various topics, including program files and administrative information. * Schedule and facilitate bureau-wide and senior staff meetings, including developing agendas with senior leadership, preparing presentation materials, and assisting with follow-up activities. * Coordinate BCEH phone line coverage and maintain records. As Public Record Support * Act as Bureau’s back-up Public Records Liaison working with Primary Liaison, PRR Manager and Communications Manager to track and fulfill all requests. * Learn and maintain knowledge on CLPPP case management and surveillance database document management functionality, data entry requirements, and interface with LeadSafeHomes. * Support CLPPP data team on document management and data needs. * Attend monthly meetings and trainings. _REQUIRED QUALIFICATIONS: _ * Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities. * Competency to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to follow written and oral instructions. * Skill to gather information through questioning individuals and by examining records and documents. * Capacity to write concisely to express thoughts clearly and to develop ideas in logical sequence. * Competence to determine proper format and procedure for assembling items of information. * Skill to maintain accurate record and ability to prepare and use charts, graphs, and tables. * Capability to give written and oral instructions in a precise, understandable manner. * Talent to deal tactfully with others and to establish rapport and maintain harmonious working relationships with persons from varied ethnic, cultural and/or economic backgrounds. * Ability to exercise sound judgment and discretion in handling confidential information. _PREFERRED QUALIFICATIONS: _ * Familiarity with the Massachusetts Public Records Law and procedures. * Ability to work collaboratively with program staff, bureau leadership to provide support in improving workflow, administrative procedures, and oversight of program implementation. * Proficiency in Microsoft Office suite including Microsoft Word, Access, Excel, PowerPoint and Teams.
