Summary The Federal Executive Boards (FEBs) consist of 26 boards across four regions, forming a vital network of federal agencies and executive leaders nationwide. They bring federal initiatives and opportunities directly to local communities and unite the 85% of federal employees who live and work outside of Washington D.C. The FEBs play a leading role in enhancing government efficiency and encouraging community engagement. Responsibilities The responsibilities encompass implementing Administration priorities, disseminating emergency information, providing leadership and career training, addressing workforce priorities, and realizing cost savings through resource sharing. Each Board unites the most senior government officials in their region, driving the coordination of services and resources across agencies to effectively serve our communities. Duties of this position include but are not limited to the following: Serve as program liaison and representative to collaborate with internal and external audiences on business practices, policies, programs, and priorities. Develop strategies to create opportunities for effective outreach efforts with internal and external audiences to disseminate information regarding policies, programs, and priorities. Coordinate local program efforts to set and achieve organizational goals. Complete complex analysis that involved policy or program performance within areas of program responsibility. Participate in unique and highly sensitive aspects of the policy or program to manage controversial issues. Review and evaluate the progress of significantly important program areas, including human capital and emergency management policies or similar. Appraise performance and program status against approved objectives and program goals/schedules. Facilitate briefings for higher level management to explain the specific analysis of subject matter as well as to provide recommendations for implementations. Determine and prepare agenda criteria and information for presentation. Develop program information to be communicated in various formats as dictated by the intended audience. Explain specific analysis of subject matter to include providing recommendations or action plans to better achieve organizational goals. Provide recommendations for the development or modification of program objectives and resource utilization. Analyze data to identify best practices relating to program policies or program operations. Collaborate with stakeholders to analyze, identify, and resolve cross-cutting performance and management issues. Manage projects and implement processes to ensure continuing success of programs, including facilitating local activities. Manage studies and establish benchmarks to ensure timely accomplishment of milestones and objectives. Provide briefings and reports for senior officials and other stakeholders on the status of projects, programs, and operations. Establish processes to measure how well local programs deliver a consistently good customer experience. Manage collection of customer feedback to inform actions plans, address issues, and respond to feedback. Merge diverse requirements and agendas to develop a cohesive and comprehensive approach for local programs. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is not eligible for inclusion in a bargaining unit Qualifications Applicants must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following: Acting as a liaison and Program Director, collaborating with internal and external executives to align on business practices, policies, program priorities, and best practices; Developing strategies for effective outreach to share government-wide information with key stakeholders and the general public; Assessing the performance of a program based on established objectives, goals, and timelines to determine effectiveness; Facilitating briefings for senior management to provide detailed analysis of subject matter and offering recommendations for implementation; Overseeing projects of significant importance to support federal mandates; and Managing studies and establishing benchmarks to ensure timely accomplishment of milestones and objectives. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
