State of Massachusetts Employment and Staffing Coordinator in Boston, Massachusetts

The Executive Office of Veterans Services is committed to serving the needs of the Commonwealth's veterans. This office offers a multitude of services, as well as manages financial aid, outreach programs, veterans' homes, and cemeteries. In this context, we are in search of an Employment & Staffing Coordinator. This role is not just about filling a position; it's about becoming a critical component of our human resources operations. The individual will be entrusted with managing vital hiring and employment procedures, ensuring strict adherence to Commonwealth’s, EOVS, and CBA guidelines. Given the fast-paced nature of our environment, the ideal candidate must be adept at multitasking, efficiently juggling competing priorities, and making significant contributions to achieve our department's objectives. _DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES_ •Administers the employment requisition process on the MassCareers hiring system, including reviewing submissions for compliance and accuracy, guiding hiring managers on process steps, initiating the approval process and posting requisitions. •Ensures accuracy of requisition, posting language, classification, and asset questions before posting. •Executes actions required for posting vacant positions in line with HRD and EOVS guidelines. •Recommends salaries for approval in accordance with state guidelines or bargaining unit contracts. •Ensures compliance with Civil Service protocols (when applicable), transfer, and recall procedures. •Ensure all candidates who meet the Minimum Entrance Requirements are reviewed, sending daily reports to hiring managers for the first 14 days. •Supports hiring managers and liaisons throughout the recruitment process. •Verifies the completeness of MassCareers hiring information and all applicable information is filed in the electronic record. •Ensure appropriate documentation is collected for CORI, license, and educational requirements. •May process requests for staff changes including position type, standard hours, department ID, and location changes when necessary. •Provide quality customer service to all employees, managers, and the public. •Maintains clear communication with hiring managers, hiring assistants, and HR liaisons. •Provides training to other Employment and Staffing Representatives as required. •Performs special projects and other duties as assigned. Qualifications: •Knowledge of the principles and practices of job analysis and job evaluation. •Familiarity with Applicant Tracking Systems (ATS), Human Resource Management Systems, and proficient usage of Microsoft Office products, including Word, Access, Outlook, Excel, PowerPoint, and other related programs. •General concepts of diversity, equity, and inclusion. •Excellent organizational, written, and oral communication skills and exceptional attention to detail. •Ability to explain the procedures, guidelines and policies governing employment and staffing processing. •Ability to exercise discretion in handling confidential information. •Ability to deal tactfully and professionally with other employees. •Ability to work independently and collaboratively. •Ability to work in a team setting. •Ability to multitask. •Ability to work under pressure and manage projects with a high degree of accuracy. •Experience with staffing administrative, clinical, professional, and facility support positions. •Knowledge of and experience implementing human resources procedures, policies, practices, and programs within the Commonwealth. •Experience working with staff in a unionized environment. •Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations. •Ability to gather information through questioning individuals and by examining records and documents. •Knowledge of the laws, rules, and regulations governing the state personnel system. •Knowledge of the various state salary setting rules and regulations contained in collective bargaining contracts and Human Resources Division (HRD) publications. •Experience with the Commonwealth IT systems such as HR/CMS and MassCareers. _PREFERRED QUALIFICATIONS_ •Understanding of military culture and veteran hiring initiatives. •Understanding of employment and staffing rules and regulations set forth by the Human Resources Division, EOVS, and Collective Bargaining Agreements. •Knowledge of HR/CMS; MassCareers; E-Forms. Minimum entrance requirements: Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.
