State of Massachusetts Disabled Veteran Representative Employment Counselor in Boston, Massachusetts

The Department of Career Services (DCS) oversees the Commonwealth's network of One-Stop Career Centers that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referrals to jobs and training. DCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future. The Disabled Veterans Outreach Program (DVOP) Specialist *will provide intensive services to veterans with special employment and training needs. Facilitate the provision of labor exchange to disabled veterans and eligible persons, including intake and referral, placement and the following activities as directed by Federal and State law, regulations and policy for DCS. Receives general supervision from JS-IV or Manager who plans, assigns, and oversees work. Supervision provides guidance and instruction regarding laws and regulations and DCS and CAREER CENTER policies, procedures, guidelines, and standards. Supervisor periodically reviews work to ensure compliance and conducts qualitative and quantitative analysis of the incumbent’s work performance. *DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES: * * Provide and/or facilitate a full range of employment and training services to veterans, with the primary focus of meeting the needs of those who are unable to obtain employment through core services * Develop employment and training opportunities for veterans through contacts with employers, especially small and medium size private sector employers. * Develop and promote apprenticeship and other On-The-Job training positions for veterans. * Provide outreach activities to locate veterans through contacts with local veterans’ organizations, the VA and community-based organizations. * Provide appropriate assistance to community-based groups and organizations and appropriate grantees under other federal and federally funded employment and training programs (including Title IV-C of the Job Training Partnership Act) in providing services to veterans. * Provide appropriate assistance to other Career Center employees with responsibility for veterans in carry out their responsibilities. * Consult and coordinate with other appropriate representatives of federal, state, and local programs for the purposes of developing maximum linkages to promote opportunities and provide maximum employment assistance to veterans. * Provide for the provision of vocational guidance or counseling services, or both to veterans with respect to selection of, and changes in vocations and adjustments. * Conduct outreach activities with the purpose of locating candidates who could benefit from intensive services and market these services to potential clients. *Preferred Qualifications: * Experience with assisting Veterans in translating their military skills into the civilian sector. * Interviewing and recruitment skills. * Ability to conduct job search workshops. * Ability to administer and score aptitude tests, skills, tests, and personal interest inventories. THIS IS A VETERAN FUNDED POSITION. Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows” First to qualified service-connected disabled veterans: then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified person (as defined in 38 U.S.C.) Minimum Entrance Requirements: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in employment counseling, vocational counseling, guidance, placement counseling, rehabilitation counseling or educational counseling, or (B) any equivalent combination of the required experience and the substitutions below.
