We deliver programs to all residents of Massachusetts and at every stage of their lives, regardless of their economic background. PURPOSE OF THE JOB The Office of Economic Empowerment (OEE) seeks a Director of Economic Inclusion to lead the department’s nationally recognized asset and wealth building programs and policy initiatives. This will include but not be limited to the BabySteps Savings Plan, Baby Bonds research and policy development, and designing and implementing future asset building strategies. In this role, the Director will serve as a member of OEE’s leadership team and work closely with the Executive Director on aligning work with the long-term goals of the department. This position will also oversee OEE’s research and program evaluation. Although this role will focus on OEE’s economic inclusion and asset development work, it will support and collaborate on all OEE programs. The ideal candidate will have significant experience managing economic mobility and racial equity program policy initiatives and will be passionate about the mission of OEE. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES * *Provide leadership on policies and programs that seek to promote asset and wealth building and identify opportunities for OEE to create or expand programs; * Lead the department’s economic inclusion and asset building programs and initiatives including the BabySteps Savings plan and Baby Bonds research and policy; * Utilize program evaluation metrics to inform outreach campaigns and establish measures for program success; * Working with contracted staff, outside evaluators, and key partners, establish benchmarks for the BabySteps program and provide oversight to the outreach strategy; * Provides substantive input and support, as point person for OEE programmatic research and evaluation with a focus on interim measures that are aligned to long term goals; * Oversees program evaluations, summarize outcomes, and will work with evaluation staff to develop new program assessment methods as needed; * Produce regular reports and presentations on program performance for internal and external audiences; * Identifies data driven programmatic trends to inform implementation strategy; * Write technical reports to meet grant requirements detailing procedures, outcomes, and observations; * Support the development of new programs and policies initiatives that contribute to the department’s mission; * Facilitate conversations with partners and stakeholders that support the use of data and evaluation findings to support collaborative decision making; * Supervise staff under direct supervision including the BabySteps Program Manager, and contracted research staff. *OTHER DUTIES AND RESPONSIBILITIES * Articulates and implements the OEE’s mission and long-term strategic plan, including helping to determine resources needed to carry out the plan; * Works with evaluation staff to define early and interim accomplishments that will set the stage for producing long-range results; * Utilizes data for internal learning as well as external communications; * Present findings to community and stakeholder audiences at various forums including national conferences as needed; * Influences the strategic plan to advance outreach and promotions and increase public engagement; * Builds and maintains a results-oriented culture; * Works independently under general supervision; * Other duties as assigned. KNOWLEDGE AND SKILLS * *Significant demonstrated experience in the asset development policy area; knowledge of children’s savings accounts programs highly desired; * Strong writing, methodological, quantitative, and analytical skills; * Excellent communication skills; * Excellent interpersonal and customer service skills, including the ability to work effectively independently, in a team or collaborative environment; * Knowledge of programmatic evaluation is desired; * Computer skills: MS Word, Excel, Access, PowerPoint. *REQUIREMENTS * *Minimum five years of program management experience in government or a related field; * Advanced degree in a related field preferred; * Willingness and ability for statewide travel as needed; * Occasional staffing evening work events may be required; * Supervisory experience required; experience managing diverse teams highly desired. *APPLICATION REQUIREMENTS A cover letter is required. *Job: Administrative Services *Organization: Off of State Treas & Rec Genrl *Title: *Director of Economic Inclusion Location: Massachusetts-Boston-1 Ashburton Place Requisition ID: 240004O1
