Center For Health Information And Analysis Associate Director, of Payroll, Benefits and People Operations in Boston, Massachusetts

An independent state agency, the Center for Health Information and Analysis’ (CHIA) mission is to be the agency of record for Massachusetts health care information, to responsibly steward sensitive and confidential data, and to objectively report reliable and meaningful information about the quality, affordability, utilization, access, and outcomes of the Massachusetts health care system.

Reporting to the Chief People Officer (CPO), the Associate Director, of Payroll, Benefits and People Operations (Associate Director) will serve in a leadership role ensuring that all aspects of the agency payroll operations and employee benefits are executed in a strategic and accurate manner. Additionally, the Associate Director will serve as a technical expert on budgeting and people analytics. The Associate Director will partner with the CPO to develop and execute on people operations strategy and may serve as a delegate of the CPO on agency initiatives.

The Center’s staff is currently working remotely, but will transition to a hybrid work model in January of 2022. At that time, all staff will be expected to work in the Center’s office at 501 Boylston Street, Boston, on at least two designated days per week. The salary range for this position is $100,000 - $115,000.

The Associate Director will:

Payroll and Benefits:

  • Serve as the agency Payroll Director ensuring that the entire payroll operation is performed in accordance with all applicable laws, rules, regulations, policies, and procedures.

  • Partner with the Comptroller's office, GIC and Employee Service Center to implement agency payroll polices and to resolve issues.

  • Serve as the agency expert on all payroll and benefits matters including staying current on HRD, Comptroller and the GIC processes and procedures, planning and overseeing change management at the agency as needed.

  • Ensuring effective and efficient customer service and communication for agency employees as it relates to payroll and benefits.

  • Manage and mentor the payroll analyst providing oversight and direction to the numerous benefits afforded by the Commonwealth and ensuring the accurate processing of the payroll functions for the agency.

  • Perform day-to-day payroll functions including making entries into the HRCMS payroll system and other state systems on an as needed basis.

  • Case manage payroll and benefits transactions as needed.

  • Maintain documentation of all payroll standard operating procedures (SOP's) and creating new consistent and repeatable processes as needed.

  • Institutionalize payroll and benefits reporting and auditing to mitigate and identify data entry issues, overpayments, and underpayments. Implement process improvements and training based on findings.

  • Draft Agency personnel and payroll policies and guidelines

  • Counsel employees on administrative and operational processes related to the State Retirement Board, Group Insurance Commission, and the Treasury.

  • Ensure security and accuracy of employee electronic and hard copy data.


  • Build/maintain personnel budget throughout internal and external budget cycles, and other payroll reporting as required.

  • Prepare labor cost/personnel budget projections on payroll accounts for fiscal year budget and provides periodic status reports and updates.

  • Review, analyze, and consolidate budget estimates ensuring budget materials are accurate and consistent.

  • Using personnel data examine the potential impact of policy changes on new or revised funding decisions.

  • Coordinate special projects and analyses of a non-recurring nature.

  • Independently performs assigned portions of high impact projects, determining sources and method of obtaining information, data requirements for assigned information, as well as analytical techniques. Prepare reports and recommendations for action items.

    People Operations:

  • Lead the agency initiatives to be a great place for all employees to work and build a career.

  • Support the CPO in development and execution of HR policies and initiatives.

  • In partnership with the CPO, prepare, update, and administer 2 employee handbooks.

  • Provide consultation to employees and managers on Agency policies and procedures

  • Support the CPO in preparing complex, high-risk confidential investigations, reporting and resolutions.

  • Develop a broad range of HR communications and tracking systems.

  • Perform other duties as assigned.


    The ideal candidate will be a highly motivated team player with the ability to work independently with minimum instructions. In addition, the incumbent will possess demonstrated expertise with the Commonwealth’s payroll, benefits, and budgeting systems. They will be a dedicated human resources professional possessing knowledge in the areas of human resources, employee relations, finance, diversity and inclusion and project management.

  • 7 or more years or experience as a payroll director or payroll manager using HRCMS/People Soft, and Commonwealth Information warehouse CIW.

  • Knowledge of the principles and practices of Human Resource Management and experience with Commonwealth HR policies and procedures.

  • Advanced proficiency in Microsoft Office Suite (Excel, Access, Word).

  • Ability to communicate clearly and effectively—both orally and in writing—with internal and external stakeholders.

  • Strong judgment and discretion; ability to strictly adhere to relevant policies governing confidential data and sensitive situations.

  • High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks.

  • Demonstrated critical thinking and problem-solving skills by thoroughly researching topics to formulate logical and sound recommendations.

  • Demonstrated analytical skills to interpret, dissect and communicate complex data and issues

  • Capacity to use forward thinking skills and the ability to evaluate obstacles and offer objective solutions.

  • Ability to build and maintain effective working relationships and to partner with employees at all levels of the agency.

  • Demonstrated ability to coordinate a high volume of diverse assignments, effectively handling competing priorities, maintaining a high level of confidentiality, and maintaining attention to detail.

  • A bachelor’s degree or higher in human resources, business administration, organizational development or related field, or a comparable mix of education, experience, and skills.

  • Ability to work occasional hours on holidays that fall on key payroll dates.
