The Title II-A and Educator Effectiveness Coordinator provides support to district and charter Local Education Agencies (LEAs) with their Elementary and Secondary Education Act (ESEA) Title II-A plans, and coordinates Title II-A State Activities to assist LEAs in improving educational opportunities and outcomes for Idaho’s most at risk students. The candidate must be willing to learn the Title II-A requirements and build knowledge of best practices in education. The coordinator is also responsible for assisting with monitoring and providing technical assistance to LEAs to ensure Title II-A program and fiscal requirements are met. In addition, the Title II-A Coordinator is responsible for understanding and completing federal reporting requirements.

As a part of Educator Effectiveness responsibilities at the state level, the coordinator is responsible for reviewing and approving LEA teacher and administrator evaluation policies. The coordinator also assists LEAs with understanding evaluation requirements and provides technical assistance for the Career Ladder Data System evaluation and recommendation submission process.

This is a full-time position serving under an appointment of the State Superintendent of Public Instruction.

RESPONSIBILITIES:

• Be knowledgeable of Elementary Secondary Education Act (ESEA)/ Every Student Succeeds Act (ESSA) law and guidance.

• Provide technical assistance to districts and charters related to supporting Title II-A and Educator Effectiveness.

• Oversee Title II-A budget and statewide professional development activities for teachers and principals.

• Read and approve Consolidated Federal and State Grant Applications. (CFSGA)

• Assist with Title II-A monitoring reviews & follow up.

• Assist districts and charters with Career Ladder Data System (CLDS) reporting.

• Review and approve district and charter evaluation policies.

• Complete required US Department of Education reports and surveys.

• Participate as required in state and federal audits for Title II-A.

• Work with the State Department of Education staff as a collegial team member.

• Format any public documents for ADA accessibility.

MINIMUM QUALIFICATIONS:

• Bachelor’s Degree from an accredited college or university.

• Strong communication skills.

• Minimum 3 years in K-12 public education (as teacher or administrator).

• Experience communicating articulately through writing, speaking, and public presenting (including the ability to compose a variety of business documents and grants).

• Some experience managing budgets and tracking expenditures in accordance with federal or state requirements.

• Experience working effectively as a member of a team, promote team goals, and maintain team climate.

• Some experience prioritizing and organizing multiple activities to reach established goals.

• Experience establishing and maintaining effective and collaborative working relationships with school districts, advisory, and community groups regarding education.

DESIRED QUALIFICATIONS:

• Graduate level coursework or degrees in Curriculum, Instruction, and Assessment; Educational Leadership; School Improvement; or a similar area.

• Knowledge and experience with instructional technology.

• K-12 classroom experience.

• Knowledge of federal grants.

• Ability to utilize methods of professional development to support effective instruction across the state.

• Experience as a school or district administrator, instructional coach, or work in a similar position of influence over classroom and school evidence-based practices.

• Current endorsement in Teaching and/or Administration.

PHYSICAL DEMANDS: (with or without accommodation)

• Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time.

• Approximately 10% of time is spent standing, walking, bending, and kneeling.

• Occasional lifting may be required, frequently less than 5 lb. but may be up to 20 lb.

TRAVEL REQUIRED:

This position requires approximately 20% travel time throughout the state for training and monitoring.

Vesting in the Public Employee Retirement System of Idaho (PERSI): All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.

Tuition Fee Waiver: All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
