The Idaho Department of Juvenile Corrections is looking for an exceptional person to join our Community, Operations, and Program Services Division in the capacity of aProgram Supervisor - Planning and Complianceworking out of our Headquarters office in Boise.

This position will be responsible for developing partnerships with private contractors, counties, tribes, and cities to effectively develop programs at the local level to prevent and reduce juvenile crime.

The preferred candidate will have outstanding problem-solving skills; be highly organized; have excellent communication and relationship building skills; work within a multidisciplinary team, communicating findings and developing corrective action plans; have extensive verbal and writing skills; and will be responsible for compiling reports and presenting the findings to a diverse audience. The position requires up to 50% travel throughout the state of Idaho and occasionally out-of-state travel.

Responsibilities:

  1. Compliance (JJDPA):
  • Represent IDJC at the national, state and local level on matters related to the Juvenile Justice and Delinquency Prevention Act (JJDPA) as required.

  • Oversee the implementation of evidence-based approaches that address the needs of juveniles and ensure compliance with the JJDPA at city, county, tribal, and community levels;

  • Oversee compliance monitoring of juvenile detention facilities, adult lockups and jails, private provider facilities, and other facilities related to JJDPA core requirements and Idaho Administrative Act (IDAPA) rules;

  • Oversee juvenile probation department reviews;

  • Review data and reports and submit the annual Compliance Report to the U.S. Department of Justice.

  1. State Advisory Group:
  • Serve as essential support for the State Advisory Group as defined in the JJDPA;

  • Recruit, recognize, and retain members of the Idaho Juvenile Justice Commission;

  • Support and implement Commission and/or committee recommendations and projects;

  • Ensure membership requirements are maintained, including youth participation;

  • Facilitate meetings, training, and other events.

  1. Grants/Contracts:
  • Research and analyze potential funding programs;

  • Direct the preparation of the program budgets and plans;

  • Interpret regulations and ensure compliance with regulations at the state and local level;

  • Negotiate and develop agreements and program budgets;

  • Partner with private contractors, counties, tribal communities, and cities to effectively develop programs at the local level to prevent and reduce juvenile crime. Develop and manage granting procedures to solicit, review, and award grants;

  • Monitor grants, sub-grants and provide fiscal oversight;

  • Collaborate with the IDJC Fiscal Unit related to federal, state, and pass-through budgets, grants, and contracts.

  1. Training and Technical Assistance:
  • Oversee training and technical assistance with stakeholders;

  • Oversee Peace Officer Standards and Training (POST) for juvenile training and curriculum development;

  • Serve as the point of contact for community partners with technical assistance requests, submitting to OJJDP.

  1. Supervision:
  • Selects, assigns, trains, and supervises professional, paraprofessional, and clerical staff;

  • Conducts new employee onboarding;

  • Establishes employee performance goals and monitors and evaluates performance;

  • Monitors completion of assignments;

  • Counsels employees on performance issues and resolves staff problems or concerns;

  • Interprets, explains, and ensures compliance with policies, procedures, and unit protocols.

Minimum Qualifications:

Experience:

  • Developing operating procedures and/or policies for the day-to-day operations of a program.

  • Managing and supervising staff.

  • Interpreting and applying rules, policies, and procedures related to program operations to ensure compliance with state and federal laws and regulations.

  • Monitoring and evaluating grant and/or contract activities and expenditures Developing technical written materials such as policies, trainings, curriculum, technical manuals or rules/regulations;

  • Establishing relationships and providing consultation to a wide variety of municipal, county and state partners, and community organizations.

  • Hold a current and valid driver's license

  • Ability to meet PREA (Prison Rape Elimination Act) standards.

Preferred Qualifications (these are not required but may increase your exam score):

Experience:

  • Using web-based grant and/or contract management automated systems.

  • Collaborating in the promulgation of rules under the Idaho Administrative Procedures Act;

  • Experience developing professional staff and communicating to build effective relationships.

  • Certified Peace Officer Standards Training (POST) Instructor or professional experience in providing professional training, speaking, and presentations. Skills typically gained through professional instruction, trainer certifications, etc.

Knowledge:

  • Good knowledge of the principles of the juvenile justice system and the Idaho Juvenile Justice and Delinquency Prevention Act.

  • Good knowledge of federal, state, and county funding streams.

  • Good knowledge of delivering training and professional instruction
