We are recruiting for a highly motivated, self-driven, autonomous and visionary leader to be our Background Check UnitProgram ManagerinBoise.

The Program Manager position is essential providing leadership for a major, statewide program in support of the Department’s mission, vision and values. The Background Check Unit (BCU) conducts background checks and clearances, state-wide, making fitness determinations based on established criteria on persons for healthcare providers, adoptive and foster parents, daycare providers, first responders, and court appointed guardians that care for children and vulnerable adults. This dynamic position will oversee daily operations and provide administrative oversight for the Background Check Unit (BCU) and will be a key contributor to our extended leadership DMS team. This is a full-time, office-based position, Monday – Friday, 8am – 5pm, with holiday’s off. This role does not allow for the opportunity to telecommute, as the unit is customer-facing and an on-site role presence is required. The responsibilities assigned to this position require that the Program Manager have extensive knowledge and experience in the legislative process, IDAPA rules, business operations, strategic planning, finance, legal adjudications, and preferably, extensive experience working with sensitive or restricted data, knowledge of CJIS and NCIC requirements and criminal history compliance. In addition, this position requires the Program Manager to be collaborative, innovative, proactive and an excellent communicator, both verbal and in writing. The Program Manager will have prior demonstrated experience in organization and project management, culture and change management. The individual will represent the Unit and Department as an excellent communicator in correspondence, presentations, in hearings, with agencies, and with the public. A positive and professional image, excellent research and analytical skills, and decisiveness with the ability to communicate well are critical for this position.

  • Influential: capability to persuade peers and stakeholders (at various levels), including in other states and jurisdictions, to enhance and foster collaborative individual screening efforts for employment and/or licensure and thereby overcome resistance to change and sustain support.

  • Comfortable working in a demanding, fast-paced, customer-focused unit, with a culture of evolving processes; flexible and able to adapt to new situations as the business demands.

  • Excellent analytical and synthesis skills; able to translate complex business issues into plain English, easily digestible for customers and stakeholders.

    In general, applicants for this position must be very flexible and able and willing to travel at the Department’s expense to any part of the state for BCU operational needs, including audits, and attending conferences. Sometimes travel will be needed with very short notice. In the event that an overnight stay is required, the Program Manager will receive as much notice as possible to make the pertinent preparations. Travel costs will be covered by the Department including lodging, transportation and per diem.

    This position is not eligible for telework.

    The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

    EXAMPLE OF DUTIES:

  • Oversee the daily operations for the Background Check Unit (BCU).

  • Provide administrative oversight for BCU.

  • Provide leadership and direction related to legislation and IDAPA rules.

  • Establish and maintain BCU goals, operational metrics, policies and procedures.

  • Plan, organize, and direct work assignments and ensure compliance with all federal, state, and local standards.

  • Manage budget for BCU.

  • Act as a liaison with elected, appointed, and federal/state public officials.

  • Ensure quality control for BCU.

  • Manage and respond to customer complaints, inquiries and requests for technical assistance.

  • Be an active part of the DMS extended leadership team.

  • Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training.Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
