PERSI Operational Performance Analyst

The Public Employee Retirement System of Idaho (PERSI) is seeking a hard-working and committed Operational Performance Analyst with experience providing world-class customer service. This position is located in Boise, full-time, Monday-Friday, 8am-5pm, 40 hours per week, with full benefits.

The Operational Performance Analyst is responsible for designing and completing Quality Assurance Reviews to determine the effectiveness, consistency, and accuracy of PERSI programs, offerings, and services. This involves developing and executing a Scope of Work and drafting an official written evaluation that details the findings of the Review, an analysis of the findings, and recommendations for enhancements. This position will report directly to the Quality Assurance Program Manager.

Key Duties:
Quality Assurance Reviews:
Study design: Define a Scope of Work that includes the purpose, objective, time frame, and resource requirements for the Review.
Information collection and analysis: Work collaboratively with process owners and stakeholders to review processes, procedures, and day-to-day processing. Data collection process could include conducting interviews and observing staff, reviewing, and tracking agency results from available reporting, and, if necessary, implementing surveys or reviewing completed survey results.
Analyze data and findings to identify challenges or improvement opportunities and develop recommendations for alternatives or solutions.
Findings and recommendations: Prepare written reports that cover the findings, analysis, conclusions, and recommendations to be delivered to PERSI administration and department leadership. Collaborate with process owners and leadership to ensure the recommendations are implemented and/or are accomplishing the goal and improving the quality.
Develop and implement surveys and analyze the results to determine a course of action or recommendations on changes based on survey responses.

Good knowledge of:
Management practices - This is typically met with an applicable four-year degree or equivalent college level coursework related to management, business, government, or a related field OR at least three years of work experience applying management practices including financial and/or strategic planning cycles.
Organizational design - This is typically met with at least one year of work experience performing policy or program evaluation or a similar assignment OR successful completion of a three-credit college-level course in research methods, organizational design, management, production management, or business policy, or similar coursework.
Methods of information collection - This is typically met with at least one year of work experience that involved practical experience conducting cyber, data, incident, or quality assurance investigations OR completing a minimum of three credit hours of college level statistics.
Some knowledge of:
- Statistical analysis techniques - This is typically met by completing a minimum of three credit hours in college level statistics OR at least one year of experience as a research analyst, economist, or related position where you were required to perform statistical analysis.
Experience:
Analyzing management problems and recommending solutions - This is typically met with one year of work experience where you were required to identify and analyze management problems, define alternatives, and develop recommendations for managers/administrators.
Preparing oral and written reports of study findings and recommendations - This is typically gained by at least one year of experience gathering information, analyzing outcomes, drawing conclusions, submitting written responses, and presenting your conclusions to stakeholders.
