Summary:

The mission of the Idaho Department of Correction is to create a model correctional system that provides equitable access to programming and opportunities that reflect a community experience, foster corrections and restore victims of crime. District Managers supervise the day-to-day operations of a robust Probation & Parole office in an evolving organization. They lead, coach and mentor staff, and champion client success. District managers ensure that evidence-based practices are utilized . They also foster cooperation and teamwork, focus spending on items that improve client outcomes, and build relationships with community partners .

Responsibilities:

  • Plan, organize and direct an integrated program of probation, parole, specialized caseloads, pre-sentence investigation, and oversight of clinical and substance abuse treatment services that provide maximum services and benefits to criminal offenders.

  • Develop policies and work standards on a statewide level.

  • Participate in task force projects and grant monitoring.

  • Set priorities to meet the needs of court, department, and clients.

  • Evaluate reports for quality of service and benefit to clients as well as audit to determine extent of compliance with established procedures and department goals.

  • Develop and control district program budget.

  • Select employees, assign work, set standards, and evaluate performance.

  • Provide or arrange for staff training.

  • Develop and coordinate community resources including criminal justice system, mental health, religious, and drug and alcohol abuse counseling to benefit adult criminal offenders and avoid service overlaps.

  • Participate as a technical advisor on citizens and advisory boards.

Minimum Qualifications: 

  • Considerable knowledge of management practices. Typically gained by completion of a Bachelor's degree in Business Administration, Public Administration, or related management field AND at least 2 years of full time work experience in a job situation with responsibility all the essential elements of management as defined above. responsible for all four areas of management. OR Completion of CPM (Certified Public Manager) Training and 2 years of full-time work experience in a job situation with responsibility all the essential elements of management as defined above responsible for all four areas of management OR Completion of IDOC/BSU Sponsored Leadership 100 AND Leadership 200 or equivalent management training AND at least 3 years of full-time work management experience in a job situation with responsibility all the essential elements of management as defined above. with responsibility for all four areas of management

  • Experience supervising staff. This is typically gained by at least two years of full-time work experience supervising staff to include defining responsibilities and expectations, assigning and reviewing work, conducting performance feedback, completing performance evaluations, and handling employee issues, corrective actions, and/or problem-solving procedures.

    Specialty Requirements:

  • Good knowledge of security principles and practices in a correctional profession. Typically gained by completion of a bachelor's degree or higher in criminal justice AND 2 years of work experience in a correctional facility (to include a prison, probation and parole office, or community re-entry center) that included management and staffing in at least two of the above-named components of security principles and practices of a probation and parole office.

  • Good knowledge of the criminal justice system. Typically gained by at least three years of full-time work experience involving daily interaction with clients or offenders to enforce security and safety procedures and/or address client behaviors in a corrections or law enforcement setting, i.e., police officer, probation and parole officer, correctional officer, case manager, mental health or criminal justice professional OR completion of a Bachelor's Degree or higher in criminal justice, social work, sociology, psychology or a related field AND at least one year of full-time work experience involving daily interaction with clients or offenders to enforce security and safety procedures and/or address client behaviors in a corrections or law enforcement setting i.e., police officer, probation and parole officer, correctional officer, case manager, mental health or criminal justice professional.

  • Good knowledge off offender management and risk reduction procedures. This is typically gained by successful completion of at least 20 hours of training in the programming aspect of offender management and risk reduction procedures e.g., Level Service Inventory (LSI), Motivational Interviewing, Effective communication, Suicide Risk Management, verbal de-escalation techniques, or cognitive-based treatment programs AND at least three years of experience in a corrections profession with responsibility for offender supervision (directing, managing, or overseeing a population of offenders in an institution or community setting) and applying correctional rules, requirements and practices.
