Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Financial Executive Officer for the State Office located in Boise.
Salary Range: $53.00 - $56.00
Responsibilities:
• Serve on DEQ’s Executive Management Team, collaborating with public officials and stakeholders to resolve issues and guide department actions
• Represent DEQ in meetings, conferences, and budget hearings; provide consultation on fiscal implications to leadership
• Oversee the development of financial and administrative documents for executive decision-making
• Manage complex governmental accounting, budgeting, and procurement functions; ensure compliance with relevant laws and policies
• Direct the development and maintenance of DEQ’s accounting, budgeting, grants, and procurement systems across diverse funding sources
• Hire, train, and evaluate financial staff performance; implement changes to financial procedures as needed
• Negotiate cooperative agreements, grants, and contracts to fund agency programs and services
• Develop fiscal policies, procedures, and controls to ensure compliance and effective financial management
• Monitor agency cash flow, approve expenditures, and analyze financial reports to support program management decisions
• Collaborate with data processing staff to develop and maintain automated accounting systems for improved decision-making
• Overseeing compliance with audits and responding to audit findings
Minimum Qualifications:
Education: Bachelor’s degree in accountingora Bachelor’s degree in business with at least 20 semester credit hours in accounting in accordance with Idaho Code 54-3201 et. seq.
Experience:
• Managing the staff and activities of a financial operation
• Designing and implementing complex computerized accounting or auditing systems
• Preparing financial management documents and statements
• Identifying and resolving financial and management problems involving computerized accounting systems and subsystems
• Preparing and making oral presentations
• Writing narrative reports setting forth conclusions and recommendations for consideration by top-level management
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time
• Some periods of heavy reading and typing are required

• Occasional Travel Required
