Summary Statement

Join the City of Boise's Public Works executive team! The Public Works Deputy Director Water Renewal Services assists the director with oversight of the overall planning and operation of Boise's Water Renewal Services utility including wastewater collection and treatment, facilities operations and maintenance, and water quality compliance. This new role is part of a departmental restructuring aimed at streamlining operations, improving leadership for better decision-making and oversight, and creating new career opportunities.

  • Responsible for setting and driving strategic vision of Water Renewal Services, and ensuring the utility is delivering reliable services to Boise residents and businesses.

  • Provides direction to management, supervisory, professional, technical and other support staff.

  • Coordinates with other deputy directors to ensure alignment on standardized processes across the department.

  • The position requires significant initiative, judgment, and decision-making under administrative direction and serves at-will to the Public Works Director.

Essential Functions

Manages the work of professional and technical staff across a variety of functions, ensuring adequate resources are available to achieve objectives. Coordinates with the Deputy Director - Shared Services on staff and professional training, development and required regulatory licensures.

Sets and drives the strategic vision of Water Renewal Services including the development and updates of utility plans which set long term and short-term capital improvement plans and incorporating new programs into the Water Renewal Services utility. Develops and implements division goals, objectives, programs, policies and processes to align with short and long-term strategic plans. Ensures divisional alignment with department and broader initiatives.

Ensures the effective and efficient operation and maintenance of all wastewater collection and treatment facilities and processes. Ensures the effective implementation of program management across the utility to include coordination between utility plan and facility projects, program reporting and program execution. Develops policies, procedures and methods to optimize overall utility performance.

Coordinates with the Deputy Director-Shared Services regarding financial shared services and development of annual budgets and rate recommendations as appropriate. Oversees a budget, ensuring spending is within and according to allocated budget, monitoring spending and project budgets.

Coordinates amongst department deputy directors to ensure alignment and consistency of strategy and standardized business processes across the department highlighting and implementing best practices.

Ensures compliance with applicable regulations, managing interactions with regulatory agencies and advocating for the department and city’s interests in regulatory matters. Ensures compliance with federal, state and local laws and regulations. Oversees compliance reporting and documentation, audit procedures, findings and resolutions. Responds to public and regulatory inquires, providing reports, documentation or other information to address questions and/or concerns.

Requirements

Required Knowledge, Experience, And Training

  • Bachelor’s degree in engineering, environmental science, business administration, or a related field and

  • 15 years of progressively responsible experience in a public works agency or utility operation working with federal and state regulatory agencies, including at least 5 years of managing professional and technical staff.

    Knowledge of:

  • utility strategic planning;

  • wastewater collection and treatment operational knowledge;

  • program and project management; supervisory skills, staff development and team development;

  • budget planning and analysis;

  • pertinent federal, state, and local laws and regulations; and

  • computer usage including related software.

    Ability to:

  • manage a diverse workforce and resolve personnel issues; resolve challenges and respond to unforeseen issues;

  • understand, interpret and apply rules, regulations, policies and procedures;

  • effectively oversee day-to-day operational reliability while proactively planning for the future;

  • communicate effectively in the English language at a level necessary for efficient job performance; and

  • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

  • Master's degree in engineering, environmental science, business administration, or a related field and background in various facets of public works, particularly wastewater collection and treatment.

  • Experience managing multi-million-dollar budget and a diverse set of facilities.

Licensing And Other Requirements

Valid state-issued driver’s license.
