Idaho Transportation Department has an exciting opportunity at the headquarters office as the Division of Highways Business Operations Manager. The successful Business Operations Manager (BOM) will oversee budgeting, accounting, and procurement activities with a team-player mentality and exceptional communication skills. They will serve as a key member of the management team. In addition, the BOM will supervise staff who perform tasks associated with accounts payable/receivables and procurement/supply, verifying that policies and procedures are being followed.

Establishing and maintaining effective relationships with internal and external stakeholders is essential in this position. The incumbent will serve on the Statewide BOM team which oversees duties, budgets and policies; provides support and contributes to ensuring a safe, secure, and respectful workplace environment. This role will also be an example and contributor in developing and maintaining a constructive culture at the ITD headquarters office.

Example of Duties

In this role, the Business Operations Manager will:

  • Oversee the day-to-day financial operations of the Division of Highways;

  • Plan, organize and direct administrative units to support operations;

  • Manage daily financial & associated transactions;

  • Manage hiring, training, supervision and appraisals of direct staff;

  • Manage operation support functions for facilities;

  • Plan, organize, and direct administrative units to support operations;

  • Set goals and objectives, establish procedures, and influence others to attain the goals of the organizational unit;

  • Forecast, develop, and monitor budgets;

  • Analyze business operational results and provide recommendations for improvement;

  • Ensure organizational compliance with laws, policies, and procedures for a variety of functions such as personnel, purchasing, and accounting;

  • Mediating and negotiating conflicts or agreements between internal and external organizations or individuals.

    Minimum Qualifications

Good knowledge of management practices.

Experience:

  • Developing a budget and preparing financial reports;

  • Interpreting and implementing policies, laws, rules, or regulations;

  • Developing operating policies and procedures;

  • Supervising staff.

Desired Qualifications:

  • Experience leading, mentoring, and coaching employees with the desire to help them become high performers and future managers.

  • Experience communicating, managing, and championing organizational change.

  • Demonstrated experience listening, communicating, and collaborating with a variety of internal and external stakeholders.

  • Presentation experience to various audiences both internal and external.

  • Capable of managing competing priorities simultaneously.
