Job Description

The Intelligence Led Policing Manager performs professional work involving tactical and strategic approaches to crime control, focusing upon the identification, analysis, and management of persisting and developing problems, trends, or risks. Exercising a high level of expertise in data analytics, the manager provides data-driven intelligence in support of Police Services.

The manager supervises a team of crime analysts and an office assistant within the Crime Intelligence and Analysis Unit (CIAU). Work is performed under a bureau commander.

Essential Functions

  • Manages personnel and operations within the Crime Intelligence and Analysis Unit (CIAU) including strategic priorities and work assignments.

  • Coordinates the work of subordinates with other employees and other law enforcement agencies.

  • Creates analytical reports and reporting tools for analysis.

  • Research latest crime suppression strategies in use both locally and nationwide; Recommends intelligence led policing strategies.

  • Creates and deploys web-based intelligence products for operational use.

  • Reviews crime reports, officer activity, CIAU reports and other data sources for relevant intelligence.

  • Coordinates regional intelligence meetings.

  • Serves as a liaison with the City's IT Division including troubleshooting, implementing changes and/or upgrades, or other system support.

  • Performs routine research and development to ensure that the agency remains a leader in technology.

  • Researches, develops, and maintains business intelligence products for department use.

  • Develops, coordinates, implements, and performs special projects and assignments.

  • Develops and implements departmental performance measures.

  • Drafts policies and procedures for use in crime analysis.

  • Acts as liaison between federal and county fusion centers to maintain a regional response to crime.

  • Reviews and approves overtime and leave requests while managing a successful CIAU employee schedule.

  • Evaluates unit personnel performance; modifies assignments/workload as needed to support operations.

  • Assists in the hiring process of CIAU employees; including to review and assess technical skills, abilities and/or experience.

  • Administers allocated budget for unit; makes recommendations including researching expenses and modifications during annual budget review.

  • Performs related tasks as required.

Knowledge, Skills and Abilities

Knowledge of:

  • The rules and regulations of the Police Department and the City of Boca Raton.

  • The pertinent Federal and State laws, municipal ordinances, the Privacy Act, 4th amendment, Homeland Security regulations, and public records law.

  • The geography of the city and locations of important buildings.

  • National Incident-Based Reporting System.

  • Intelligence led policing concepts, theories, methodologies and related research.

  • Principles, practices and techniques of analysis and information gathering from numerous data sources.

  • Data research methods, concepts, and techniques.

  • Statistical methods, techniques and research methodology used in data collection and report presentation.

Skilled in:

  • Communication skills – both written and verbal; clearly articulates information, ensures mutual understanding, facilitates the resolution of differences, and helps build trust and maintain relationships. Able to communicate technical information/data to a non-technical audience.

  • Problem Solving - systematically evaluating information and arguments, breaking down complex problems into understandable components, identifying potential issues and opportunities, and using logic and critical reasoning to develop effective strategies and solutions.

  • Supervisory skills – including performance management and personnel communication and development.

  • Prioritization and multitasking - organizing and allocating time to plan, execute, and follow-up on and complete tasks. Assign tasks to team members based on their strengths and capacities. Adjust strategies accordingly to continually improve efficiency.

  • Analytical skills - strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

Ability to:

  • Establish and maintain effective working relationships with City officials, employees, other jurisdictional personnel, and the public.

  • Prepare and maintain detailed reports and records.

  • Perform the duties of a CIAU Analyst when required.

  • Recognize operational or administrative problems before or as they arise and take appropriate action to resolve.

  • Administer electronic data bases, analyze data, and ensure data integrity.

  • Handle sensitive and confidential information appropriately.

  • Research and analyze a variety of intelligence data, perform technical calculations, prepare reports, and make recommendations based upon findings.

  • Assess performance and/or technical skill level and train or re-train direct reports as needed to support operations.

Minimum and Preferred Qualifications

MINIMUM QUALIFICATIONS:

  • B achelor's degree from an accredited college or university in criminal justice, data analytics, business analytics or related area of study.

  • Prior experience with law enforcement agency, sworn or non-sworn, or related field.

  • Three years of experience with high volume data analytics.

  • Two years of experience as a supervisor managing professional direct reports.

PREFERRED QUALIFICATIONS:

  • Master’s degree or degree in progress in Data Analytics, Business Analytics, or related field of study is preferred.

  • One or more years of experience working with Tableau, Power BI, ArcGIS, or other related data visualization software.

  • Crime or Intelligence Analyst certification (FDLE, IALEA, or IACA).

    Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree.

BENEFITS SUMMARY

Full-Time Non-Bargaining Employees

ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours.

CASH OUT OF ANNUAL LEAVE: Employees who have attained permanent status shall be permitted to cash out up to forty (40) hours of accrued and unused Annual Leave, either in a single lump sum payment or two or more partial payments, each fiscal year.

SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Termination for reasons other than retirement shall be entitled to payment for accrued, but unused sick leave, as follows:

HEALTH INSURANCE (Premiums): Employee Medical (Base Plan) - Paid 100% by City. Employee contributions are required for the buy up employee coverage plans. Employee Dental (DHMO or Basic PPO Plan) & Vision (Basic Plan) paid 100% by City. Employee contributions are required for the Employee + Dependent(s) for the Medical, Dental, & Vision Plan.

CONTINUOUS SERVICE BENEFIT: As of December 1 each year - Paid during the month of December.

RETIREMENT PLANS: The two pension/retirement options are listed below:

  • An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period.

  • An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution.

  • The two (2) options will be fully explained prior to an irrevocable selection.

Optional: 457 Deferred Compensation Savings Plan is available.

HOLIDAYS: 14 per year: 11 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays.

FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State

TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.

MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year.

EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
