Regional Property Manager

Summary/Objective:

The Regional Property Manager (RPM) is primarily responsible for overseeing on-site operations for our location in Birmingham, AL. This position has a combination of strategic and operational focus while directly managing the on-site Property Managers toward achieving operational excellence in accordance with Paths Management standards. The RPM is not just responsible for the development and achievement of revenue targets, expense management, and other budgeted financial goals, but also for providing our clients, and our residents with exceptional service, a commitment that is integral to our success.

Exempt (not overtime eligible)

Essential function/Responsibilities: duties include but are not limited to the following

• Provide overall direction and supervision of day-to-day property management (safety, preventive maintenance, unit turnover) with oversight responsibility for the management of properties within the assigned portfolio

• Perform regularly scheduled property visits to ensure compliance with regulations and standards

• Challenge and motivate property staff to run high-performing operations

• Supervise and coordinate the preparation of annual operating and capital budgets

• Monitor and make recommendations on budget performance and prepare monthly variance report

• Conducting arrears collection

• Hire, train, develop, and manage direct reports to maximize performance

• Create an engaging, inclusive, diverse growth and learning culture throughout the portfolio

• Lead consistent communication throughout the portfolio to align business goals

• Support Compliance in responding to government and regulatory agency requests

• Liaise with agencies as needed, ensure portfolio meets all compliance standards

• Managing relationships and addressing any issues that may arise with outside vendors, architects, engineers, industry professionals, tenants, and internal colleagues

• Working with the staff to ensure all vacant units are up to code and ready for lease-ups and move-ins. Supervising/coordinating move-ins and move-outs

• Conducting annual unit inspections to ensure compliance with program requirements

• Managing the annual certification/recertification process (ensure on-time collection and completion of documents)

• Preparing and reviewing section 8 packages

Requirements:

• Bachelor’s degree in a related field preferred

• Minimum 3+ years’ experience in regional apartment management in the affordable housing industry.

• Compliance experience/ knowledge in LIHTC, HUD-Sec. 8, Rural Development required.

• Certified Occupancy Specialist (COS) certification desired or willing to obtain other industry certifications, such as CPO, CPM, SHCM, TCM, and prior experience with significant rehabs and renovations

• Good accounting background/ knowledge of AR, AP, General Ledger, NOI; prior Budgeting experience required.

• Previous supervisory experience managing staff and 3RD Party vendor relationships

• Knowledge and experience with annual certifications

• Proficiency with M.S. office suite - Outlook, Word, and Excel

• Prior Yardi or other housing software programs desired.

• Strong organizational, verbal, and written communication skills

• Knowledge of Federal, State, and Local Policies and Fair housing policies affecting low-income
