Job Summary: Optimize manufacturing and transport costs to maintain Messer's industry leading customer service level while minimizing our overall cost to serve.  Set plant production and inventory plans and direct customer assignment to sources.  Direct supply network during any planned or unplanned outages. Coordinate Sales and Operations Planning process, specifically managing demand forecasting and network optimization. Lead the Business Process Excellence team for Supply, ensuring all transactional work is completed and the correct business processes are followed. Identify process improvement opportunities across Supply back-office activities and develop/enforce standard processes in support of Bulk and Tonnage organizations. Lead the Operational Budget team to deliver continuous improvement of data and performance management through the use of Messer's systems to support the goals and strategy of RBU NA Bulk Supply Why Messer? Principal Responsibilities: Primary Interface between Markets/Sales and Supply: Execute demand forecasting with Markets for Sales and Operations Planning and tracking changes in demand that could affect ability or cost to serve Provide supply outlook and planning including detailed costing analyses to Markets for pricing decisions, Strategic Product Management for investment case analyses and senior management for overall business management Executes surcharge policy defined by Strategic Product Management and Markets based on major cost changes within the network Cost effective supply and demand management, ensuring no operational shortfalls in product supply or customer service Sets plant production rates, operating modes and inventory targets in collaboration with Remote Operating Center engineers and Energy Procurement team to minimize costs; coordinate customer assignments with transport each week to support the minimum delivered costs Principal interface for coordinating product availability and subsequent sales with Messer Sales team and their FOB customers. Negotiates and executes short term competitive swap, sale and purchases to address near-term inventory off-sets. Manage any short term take or pay commitments for feedgas or purchases. Identify and coordinate changes in field supply operations that will improve customer service and/or improve costs Daily scheduling of rail assets as well as rail budgeting, KPI targets and operational performance (including maintenance oversight) Directs response to supply network crises (plant outages, major quality incidents, etc), coordinating between Markets, Supply, Strategic Product Management and field operations. Systems Development, Support and Maintenance Development, use, and enhancement of optimization models (TACT and Optimizer) as well as demand forecasting models; these tools provide the foundation of S&OP process for North America bulk plant network Manage vendor for network optimization and forecasting models Provide operational leadership for the BPE team in the Bulk/Tonnage organizations for North America. Drive process excellence and continuous improvement around all administrative activities for the make and deliver teams (SAP data entry, payroll, trip administration, procurement, Goods receipt and Accounts Payable, AP, Kofax, etc) Monitor/reconcile/book all inventories (S1, T1, Consignment) and goods receipts activities for bulk plant and identify any errors impacting Messer P&L and balance sheet Support the Operations Tonnage Invoicing Process Collaborate with systems teams to discuss and resolve systems challenges and ways to improve on current processes/ technology. Train Field supply organization on proper work practices to ensure accurate business processes for back office data flows Provide leadership for bulk operations team for budgeting and cost reporting Develop transparent, timely, and straightforward processes to establish the yearly combined Supply budget Using validated data construct and deliver on a regular basis to required parties concise exception based management reports on performance overall and by specific KPI or area; includes reporting some personnel incentive plans Provide ad hoc reports and studies as required including the provision of validated data for all significant data driven projects, local or Global, including capital investment projects Analyze cost performance data to identify internal best practice Perform other duties as assigned.
