Office of the Director of National Intelligence Senior Advisor to the IC CISO in Bethesda, Maryland

Summary The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology. Responsibilities Major Duties and Responsibilities: As the Special Advisor to the CISO your work assignments may include: Development and deployment of a quantum encryption plan to secure against threats from quantum computers. Analysis of what impacts quantum and other over-the-horizon technologies that are expected to have on IC IT systems, and develop plans to adjust IC IT infrastructure to address these challenges. Provide or update enterprise guidance and standards (including Raise-the-Bar) to promote the transition to secure and designated Cross Domain Solutions. Cybersecurity cloud challenges such as the Secret environment and Joint Warfighting Cloud Capability. Lead the implementation and oversight of IC CISO identified strategic projects and provide analysis and other executive-level support as a member of the senior leadership team. Provide guidance and expert advice to the IC CISO and IC CIO leadership team on complex IT projects and programs that may include ill-defined requirements, ambiguity, and multiple dependencies, and ensure alignment with strategic and corporate objectives. Advise executive leadership on critical issues to facilitate IC CISO decision making process, and provide recommendations on major topics and complex technical integration programs. Serve as primary liaison and facilitate effective communications between the designated senior executive, other senior executives, management, and staff, both internal and external to ODNI, on identified strategic projects. Maintain current awareness of major technical developments and IC programs of interest and provide updates to the IC CIO leadership team. Research, review and investigate policy and technical matters, and develop recommendations and options for the IC CISO. Provide subject matter expertise in the production of communications and briefing materials to enhance intelligence mission effectiveness and integration. Represent IC CISO and related fora conducting ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, US Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives. Draft IC responses to requests from Office of Management and Budget (OMB), General Accounting Office, the White House, and Congressional committees for INFOSEC programs to comply with applicable laws and regulations. Provide leadership to information security professionals to develop and implement an Information Security Program that substantially includes an integrated framework of Information Security Governance and Information Risk Management program for IC. Lead project teams to ensure project is completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings. Manage, lead and develop dynamic and long-term planning efforts in the current and anticipated planning structure. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Mandatory Requirements: Quantifiable requirement: Bachelor Degree or equivalent experience of 15 years in one of the following concentrations Computer Science, Information Science, Information Systems Management, or Technology Management that required technical understanding of IT systems and strong writing requirements. IT- related experience demonstrating Attention to Detail, Communication, Cybersecurity, Problem Solving and Risk Management. Leadership in the Intelligence Community, with 10 years in IT leadership. Recognized expert as a cybersecurity leader in the area of policy and planning, security engineering, systems analysis, network services, cloud computing, data management, and Internet services. Proven leadership ability and business acumen, capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations. Senior expertise in the methods and practices of government policy, planning, investment, and performance management. Expert knowledge of the US IC and DoD, to include prior cybersecurity leadership at one or more of the IC elements. Expert executive skills in the development, analysis, coordination, implementation and communication of large-scale, cross-cutting information technology and sharing practices and procedures. Superior leadership and management skills in planning, recruiting, developing, managing, and directing multidisciplinary teams. Exceptional interpersonal skills to work effectively with internal and external leaders and to coordinate, network, and communicate across the IC. Expert experience in managing or leading an information/cyber security program for a government or commercial organization Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills.
