POSITION SUMMARY:

We are seeking a dedicated Health Communications Program Manager to provide strategic support and management of communications and program evaluations within a dynamic research environment. The ideal candidate will possess a Ph.D. in a related field, with at least three years of experience in health communication, program management, or a closely related discipline. This role involves preparing and presenting comprehensive program reviews, coordinating collaborative projects, developing content for digital signage and public relations, and ensuring the effectiveness of communication strategies. The successful candidate will have a broad knowledge of communication principles, techniques, and health information services, coupled with expertise in oral and written communications. Responsibilities also include operational oversight of teams responsible for design, production, and video services, as well as quality control assessments of outbound communications, aligning with the overarching goals of enhancing health research and information dissemination.

TASKS. The contractor shall:

  • Prepare and present comprehensive program reviews, including recommendations for program adjustments and assessments of program effectiveness.

  • Coordinate collaborative projects with internal and external organizations to meet broad agency goals.

  • Collect and compile information for program decisions and respond to inquiries, including briefing materials.

  • Develop and implement local administrative policies for program activities and provide management advice.

  • Provide operational oversight for design, production, and video services teams.

  • Develop and manage content for digital signage, press releases, and public relations materials.

  • Review programs/activities regularly to identify improvements in products and services.

  • Explore new communication methods to increase efficiency in achieving goals and objectives.

  • Conduct evaluations of communication plans and programs supporting research and agency goals.

  • Collaborate with divisions and offices to enhance communication strategies and services.

  • Coordinate communication functions with IT staff to support dissemination of information.

  • Perform quality control on all outbound written communications and ensure conformity to standards.

REQUIREMENTS. The contractor must have:

  • Ph.D. in a related field.

  • Minimum of three (3) years of related experience.

  • Broad knowledge in communication and health information services.

  • Advanced skills in oral and written communications.

  • High-quality customer service skills for handling complex public inquiries.

  • Ability to understand and communicate complex biomedical information to lay audiences.

  • Expert knowledge of research programs and Internet health information resources.

  • Knowledge of agency program goals, team management techniques, and communication techniques.

  • Proficient in the use of Internet sources for information verification and as an information resource.
