The Business Analyst I shall coordinate and develops policies, strategies, practices, plans, and procedures to support all functions and processes in DHA.

Responsibilities

  • Supports projects requiring innovative and unprecedented approaches to resolving highly complex issues through establishing and maintaining effective working relationships.

  • Conducts a wide variety of coordination activities that will maximize partnerships between the different departments within the DHA organization.

  • Serves as functional advisor to assigned program and functional areas; develops presentations, briefing materials, and finished reports on findings and recommendations for management.

  • Implements project management practices around schedule, budget, risk, resources and communications management.

  • Performs need analysis to determine opportunities for new and improved business process solutions.

  • Provides advice on project costs, design concepts, or design changes.

  • Researches complex ongoing and projected programmatic activities.

  • Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings.

  • Recommends strategies to improve implementation and evaluation of programs.

  • Advises management of unique conditions and issues that affect program activities.

  • Provides guidance on interpretation and implementation of new or revised legislation, policies, regulations and procedures.

  • Analyzes and evaluates the effectiveness of complex program operations in meeting goals and objectives.

  • Develops modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations monitors compliance with established requirements.

  • Employs advanced qualitative and quantitative techniques to improve the efficiency of internal administrative operations, organizations, or management.

  • Adapts existing analytical methods and techniques to specific issues and develops new approaches to resolve complex productivity problems, issues goals and objectives.

  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in Computer Science, Business, Engineering or other IT related field

  • Minimum two (2) years of relevant work experience

  • Experience in project and program management

  • Excellent verbal, graphical, interpersonal and written communication skills.

  • Proficient in written and spoken English.

  • Strong analytical, problem-solving and decision-making capabilities.

  • Team player with the ability to work in a fast-paced environment.

  • Possess strong analytical, organizational and project management skills.

  • Demonstrated outstanding level of professionalism in providing client support, including ability to exercise good judgment, discretion, tact, and diplomacy.

  • Possess strong work ethic, demonstrated attention to detail and excellent time management skills.

  • Sound business ethics, including the protection of proprietary and confidential information.

  • Ability to work with all levels of internal staff, as well as outside clients and vendors.

  • Ability to draft, edit, and disseminate written reports, including draft materials for senior leadership, which are factual, timely and relatively error-free.

  • Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude DHS and/or the IC.

  • Understands how one's own work impacts, and is impacted by, the mission and operations of DHS and IC organizations and components and knowledge of the interrelationships among organizations and components of uses this information to maximize contribution to mission accomplishment.

  • Possess skills in developing collaborative information and knowledge sharing networks and builds alliances with colleagues and counterparts within area of professional/technical expertise.

  • Possess skills in communicating, coordinating with, and advising senior-level officials; organizing and presenting statements of position; and presenting information succinctly and clearly.
