Project Overview:

Bechtel is a global provider of engineering, construction, and project management services with a reputation for excellence and innovative project delivery. An opportunity exists within the Bechtel project team to work closely with our customer on a key Bechtel project in Serbia. This project will be one of the largest greenfield projects ever built in Serbia.

Job Summary:

In this role, you will lead a team and supervise superintendents and/or craft professionals on a project. You will direct craft professional activities and work schedules, and coordinate subcontract work activities and team development. Your oversight will ensure craft professionals have the tools required to be productive, comply with project policies, procedures, and job site work rules and procedures, and perform within specifications, schedules and budgets.

Major Responsibilities:

  • Establishes an appropriate, integrated organizational structure, including off-project functional and specialist support. Defines and communicates roles, responsibilities, and authorities to the assigned team members and the Customer to ensure the Power and Automation (P&A) scope completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements.

  • Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established, including Engineering, Procurement and Construction Execution Plans; Contract Management Plan; Plans for addressing critical cross-functional work processes and systems. Promotes the use of constructability reviews during contract execution.

  • Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings and terms of the contract, that a trend program is in place, that change orders and contract adjustments are processed in a timely manner. Implements and maintains a change management control system.

  • Facilitates with assigned team members the development, communication, implementation, update and continual use of the Project Execution Plan. Reviews and maintains the contract project control systems which measure progress/performance, provide early warning of deviations from Plan, and identify corrective actions to be taken.

  • Identifies quality requirements and ensures the proper processes are identified and implemented to achieve contractual quality commitments. Assesses customer perception of quality on a regular periodic basis. Participates in and ensures proper risk assessments are completed and implementation of actions to reduce and eliminate area risks are followed through

  • Oversees Contractors Environmental, Safety & Health program for the office environment including subcontractor activities. Ensures design is in accordance with ES&H laws and regulations applicable to the project under Serbian Law. Establishes and controls the budget for contract costs.

  • Promotes the management concept of Continuous Improvement (CI) among assigned team members. Leads the CI process associated with the Contractor’s scope of work, monitors and mentors the concept of total installed cost (TIC). Initiates, promotes, and continually practices team building with the assigned team members.

  • Participates in the design development review including 110kV overhead lines, substations, underground cable system, control system including telecommunication and fire protection in accordance with applicable procedures, codes, standards, and contract requirements. Provides technical guidance in review of engineering analysis and engineering judgments for high voltage, medium voltage, telecommunication and fire system design.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.

Required Knowledge and Skills:

  • Extensive knowledge of modern methods and techniques as applied to Electrical and Control System construction facilities, including knowledge of different power systems used in substations and overhead lines schemes.

  • Knowledge of engineering techniques, the design of engineered systems, and engineering and design calculations.

  • Knowledge of the relevant country specific and international electrical engineering codes and standards.

  • Understand and manage live operational construction environment with significant safety hazards including both 110kV AC Overhead Line and 35kV AC power.

  • Strong leadership, relationship building and communication skills (verbal and written).

  • Fluent in using Microsoft Word, Excel and PowerPoint.

  • Demonstrated commitment to Environment, Safety and Health (HSEC).
