Job Summary/Basic Function
About This Role:
The Program Manager, Texas Air Research Center ( TARC ) serves as a business manager and liaison between Lamar University’s environmental research centers and stakeholders. The role includes day-to-day management of grants and personnel, purchasing, interfacing with external stakeholders, and assisting with research project development and coordination.
What You’ll Do – Position Responsibilities:
Communication
Interfacing with external stakeholders to identify and establish research needs and projects.
Serving as the point of contact between environmental centers and internal/external stakeholders ( ORSPA , faculty, HR, purchasing, industry contacts, etc.).
Assisting in the preparation of non-disclosure agreements (NDAs), contracts, and official documents.
Scheduling and documenting meetings and collaborative activities.
Promoting the research centers to industry and government through networking at events.
Management and Supervision of Infrastructure and Personnel
Preparing EPAFs and assisting with personnel management, procurement, and invoicing.
Verifying lab maintenance schedules and coordinating general lab activities.
Managing logistics for sending/receiving laboratory materials, equipment, and samples.
Management and Coordination of Projects and Finances
Coordinating activities between environmental centers and working with advisory boards.
Handling project funding, pre-award, post-award issues, and budget preparation.
Overseeing contracts and external grant management.
Reporting and Dissemination
Preparing and disseminating results and reports.
Assisting with website updates and environmental center communications.

General understanding of research operations.
Familiarity with best practices in research and data management.
Ability to work independently and collaboratively.
Effective communication and time management skills.
Proficiency in computer software, including Word, Excel, PowerPoint.
Detail-oriented, action-oriented, with strong collaborative skills.
Physical Requirements:
- Able to lift 25 pounds and be able to perform a variety of physical tasks including lifting, bending, stooping, squatting, stair climbing, and walking between buildings.
Job Conditions:
This position supports essential functions of Lamar University’s environmental research centers.
The schedule is typically M-F 8 am–5 pm, with occasional after-hours work required to meet deadlines and organizational needs.

Minimum Qualifications
BS/BA degree from an accredited college or university.
Minimum of three years of experience in government, academia, or industry in a related field (business, management, environment, or production).
Demonstrated understanding or experience with the needs of regional industries.

Preferred Qualifications
Bachelor’s Degree in a STEM field or master’s degree in business administration or related field.
Knowledge of chemical and environmental issues facing industry in Southeast Texas.
Familiarity with Southeast Texas business environment.
Knowledge of environmental, chemical, or industrial reporting.
Understanding of Clean Air Act and National Ambient Air Quality Standards ( NAAQS ).
Knowledge of TCEQ rules and regulations.
