Summary You will serve as a Human Resources SPECIALIST (RECRUITMENT/PLACEMENT/CLASSIFICATION) in the G-1 DEPARTMENT ofMARINE CORPS BASE. Responsibilities You will provide direct customer advisory support to assigned commands utilizing specialized knowledge in the areas of recruitment, placement, and pay setting. You will resolve difficult issues/problems requiring consideration of the staffing and classification programs. You will assess and makes recommendations on proposed regulatory changes, designs, and executes implementation strategies, including development, and participation in communication and briefing plans. You will serve as a consultant to organization leadership, providing advice and guidance to supervisors, managers, and employees at all levels on HR issues affecting the organization. Requirements Conditions of Employment Qualifications GS- 07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing internal/external recruiting services; 2) Utilizing automated staffing systems to post job announcements; 3) Reviewing applicant qualifications; 4) Ensuring compliance with all applicable HR policies, regulations, and laws; and 5) Processing various personnel actions. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying progressive human resources theories, principles, laws, rules, and regulations to assist management in designing, developing, and implementing HR strategic plans to recruit, develop, and retain the talent needed to accomplish the assigned mission; 2) Reviewing pay and recruitment actions to determine types of appointments and their appropriate application in both the competitive and excepted service; 3) Utilizing data base systems to accomplish recruitment, classification, and agency goals and objectives; 4) Ensuring compliance with all applicable HR policies, regulations, and laws; and 5) Processing various personnel actions. GS-09: Successfully completed a master's or equivalent graduate degree. or Successfully completed two full years of progressively higher level graduate education leading to a master's degree. or Have obtained an LL.B. or J.D. that is related to the position being filled. or Have a combination of experience and graduate education as described above that equates to one year of experience.
