Rate of Pay: (Effective 1/1/2025)

$51,563.20 per year entry, progressing to 

$59,238.40 per year after 3 years (PB06)

This is a full-time position with benefits as provided for within the Bay County Association of Managers,

Professionals and Supervisors (BCAMPS), although union membership is voluntary.

GENERAL SUMMARY:

 

Serves as the primary procurement official for the county.  Reviews, oversees and processes all purchase requisitions.  Will assist departments in the placement of their purchases. Will furnish information, answer questions and track compliance regarding the county's Purchasing Policy.  Will provide vendors information regarding what products and services the county purchases.  Gathers, compiles, processes and analyzes cost data. Evaluates vendors and products.  Provides recommendations to the Finance Officer.  Supervision is general to direct on specific task assignments and is received from the Finance Officer.

 

ESSENTIAL FUNCTIONS:

 

  1. Places orders for goods and services.

  2. Actively seeks out and solicits new vendors and maintains a vendor master list.

  3. Reviews purchase requisitions to ensure compliance with the Bay County Purchasing Policy and to verify authorized signature.

  4. Engages in problem resolution with vendors.

  5. Develops Requests for Proposals (RFP's) and Requests for Quotations (RFQ's), evaluates responses and makes recommendations on awards.

  6. Is a standing member of all Qualification Based Selection (QBS) committees.

  7. Regularly confers with sales and departmental representatives.

  8. Recommends amendments to the Bay County Purchasing Policy and / or procedures.

  9. Communicates with other purchasing agents regarding professional matters.

  10. Performs monthly reconciliation of open purchase orders.

  11. Assists in year-end closing.

  12. Administers the County's Procurement (Credit) Card Program and Cell Phones.

  13. May be given assignments unrelated to purchasing.

  14. Punctual and consistent attendance is an essential function of this job.

  15. All other duties assigned by immediate supervisor.

QUALIFICATIONS:  Bachelor's degree in business or other curriculum that would enhance performance as a purchasing agent.  Work experience or class work in governmental or fund accounting, and budgeting are preferred. Minimum of 3 years of purchasing experience.  Proficient in developing spreadsheets, word processing software and in the use of the Internet.  Excellent human relation skills, as well as excellent analytical and writing skills.
