Office of the Secretary – Human Resource Division

The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources, and administrative services to ensure the achievement of the mission and objectives of the Department of Energy and Natural Resources (DENR).

The Human Resources Division provides a complete catalog of human resources services to the offices and employees of the Department of Energy and Natural Resources. Services provided include employee administration, interpreting State Civil Service rules, training and development, staffing and compensation, as well as support with the Family Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA). Additionally, the HR Division provides strategic and innovative support and guidance to address organization needs and workforce planning.

Employees are eligible for flexible work schedules upon hire and up to two (2) days of telework after six (6) months.

Location and Position Information:

This Public Information Director 1 is located within the Human Resources Division and reports to the Human Resources Director. This position serves as the internal communications manager and is responsible for managing the internal public information program, to include serving as the webmaster for the department intranet and social media accounts, for the Department of Energy and Natural Resources (DENR). The incumbent of this position ensures that all published content is accurate, up to date, accessible to all users, and presented in an easy-to-understand format.

Additionally, this position oversees DENR branded content, publications, and other communications materials. He/she will oversee the development, distribution, branding, alignment, and maintenance of all print and electronic materials provided to internal and external stakeholders. Additional duties may be assigned as needed by the Human Resources Director or other member of the executive leadership team.

Duties and responsibilities include, but are not limited to the following:

  • Manages the development and implementation of a strategic internal and executive communications plan by aligning internal and executive messaging with the agency’s vision, mission, and culture.

  • Establishes an internal communications strategy in conjunction with executive leadership.

  • Manages and maintains the agency’s internal communication tools, ensuring they are up-to-date, user-friendly, and aligned with the agency’s goals and values.

  • Ensures organizational initiatives and projects are successfully communicated to employees and stakeholders.

  • Plans, edits and writes content for a variety of internal communications mediums, such as a department intranet, monthly newsletters and/or agency-wide email communications.

  • Ensures internal communication messages are consistent across all mediums and for different departments/offices of the agency, as well as external communication messages.

  • Responds to feedback from staff and adjust communications content accordingly.

  • Manages the development and oversees the implementation of the internal communications strategy for the organization, including key messaging, communication channels, and tactics

  • Works with key stakeholders across the agency to ensure that all internal communication is aligned with agency objectives, vision, mission, and culture.

  • Monitors and measures the effectiveness of internal communications, and makes recommendations for improvement based on feedback and data analysis.

  • Coordinates and oversees all special event efforts on behalf of DENR, including the planning, coordination, and implementing fundraising, Employee Appreciation activities, blood drives, flu shot clinics, etc.

  • Organizes and facilitates employee engagement activities, agency meetings, workshops and surveys.

  • Manages internal events and other initiatives to promote employee engagement and strengthen the culture of the agency.

  • Manages the design and production of graphics in line with the department’s branding, including website graphics, social media graphics, mobile app graphics, vehicle decals, billboards, annual reports, logos, brochures, posters, flyers, trade show banners, PowerPoint presentations, newsletters, and promotional items.

  • Manages the development and implementation of an agency-specific style guide.

  • Designs informative and visually appealing info-graphics through the use of graphic design software, and regularly updates the digital signage on the DENR floors within the LaSalle Building.

  • Performs all other duties and special projects as assigned by the Human Resources Director, Deputy Undersecretary, and/or Undersecretary.

Preferred Qualifications:

Preference will be given to applicants with previous experience in professional editing, and is expected to be familiar with technology-based programs and software such as Adobe, Canva, etc. The person selected for this position should have excellent skills related to organization, communication (both written and verbal), project management, and critical thinking, as these skills are essential to success in this position.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in marketing, public relations, library science, and/or the research, written preparation and dissemination of information to the public or on behalf of an organization to its customers through such medium as publications, broadcasting, Internet web pages, social media, or public speaking.

SUBSTITUTIONS:

Experience in marketing, public relations, library science, and/or the research, written preparation and dissemination of information to the public or on behalf of an organization to its customers through such medium as publications, broadcasting, Internet web pages, social media, or public speaking will substitute for the required degree on the basis of one year of experience for thirty semester hours of college.

A baccalaureate degree with twenty-four semester hours in English, speech, journalism, marketing, mass communications, broadcasting, library science, public relations, or a combination of the above courses to total twenty-four semester hours will substitute for one year of the required experience.

Graduate training which included a combination of eighteen semester hours per thirty in English, speech, journalism, marketing, mass communications, broadcasting, public relations or library science will substitute for one year of the required experience.

A master's degree in English, speech, journalism, marketing, mass communications, broadcasting, public relations or library science will substitute for one year of the required experience.
