The Louisiana Commission on Law Enforcement is posting this vacancy.

This position oversees a dynamic and critical program within the Louisiana POST Council. As Program Manager, you will lead the development, implementation, and continuous improvement of comprehensive training programs essential to the success of law enforcement agencies across the state. This includes directing, evaluating, and revising training curricula to align with evolving best practices, legal mandates, and the ever-changing needs of law enforcement professionals.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Six years of experience in developing or presenting training programs, policy planning, law enforcement, management analysis, or education; OR

Six years of full-time work experience in any field plus three years of experience in developing or presenting training programs, policy planning, law enforcement, management analysis, or education; OR

A bachelor's degree plus three years of experience in developing or presenting training programs, policy planning, law enforcement, management analysis, or education; OR

An advanced degree plus two years of experience in developing or presenting training programs, policy planning, law enforcement, management analysis, or education.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

To supervise Law Enforcement Training Consultant personnel, and to develop and implement law enforcement training programs for peace officers.

Broad direction from a Law Enforcement Training Consultant Manager or higher level personnel.

SUPERVISION EXERCISED:

Direct over Law Enforcement Training Consultants.

LOCATION OF WORK:

Louisiana Commission on Law Enforcement.

JOB DISTINCTIONS:

Differs from Law Enforcement Training Consultant 3 by the presence of direct supervisory responsibility.

Differs from Law Enforcement Training Consultant Manager by the absence of managerial responsibilities over training program(s).

Oversees and develops the Peace Officer Standards & Training (POST) basic training curriculums for all levels of peace officers.

Assesses and coordinates training needs with sheriffs, chiefs of police, and other law enforcement and police training personnel.

Formulates in-service training programs.

Inspects and approves lesson plans within each curriculum.

Inspects and approves classroom facilities.

Inspects and approves academy firing ranges.

Monitors areas of program responsibility to ensure consistency in operations, quality programs and conformance with department, federal, state and local law enforcement jurisdiction requirements.

Develops specialized courses of study for police officers in police science and administration.

Participates in budget preparation for the Council; prepares federal grant applications, contracts and reports.

Makes recommendations to the Council as to minimum standards for training schools, including curriculum, courses of study, attendance requirements, equipment and qualifications of instructors.

Acts as an advisor to training officers; develop objectives and design courses to meet standards established by the POST Academy.

May evaluate and select qualified instructors.

Researches and locates new training materials/training aids.

Establishes training priorities; researches and analyzes statistics to determine methods of improving training.

Performs needs assessments, develop training objectives, and designs and develops coursework to address identified needs.

May instruct classes in areas of expertise.

Ensures training standards and effectiveness are maintained; prepare and administer written and proficiency tests.

Supervises day-to-day recruit activities of program area(s).

Investigates violations of POST standards.

Ensures facilities and training equipment are properly maintained and repaired.

Writes grant proposals and administers grants.
