FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

Direct from a higher-level engineer.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

JOB DISTINCTIONS:

Differs from Engineer Intern Applicant by the presence of a Louisiana Engineer Intern certificate. Differs from Engineer Intern 2 by the absence of independence when completing basic assignments.

FUNCTION STATEMENT FOR ENGINEER 5

This position is held by a licensed Professional Engineer with statewide responsibility. The engineer is responsible for assisting the Structural Fabrication Engineer in the administration of the Construction program for all DOTD structural construction activities including bridges, tunnels, rest areas, truck scales, dams, buildings, pump stations, computer controlled traffic signalization, etc. *While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals and directives.

This position is responsible for assisting the Structural Fabrication Engineer with the following activities:

35%

Administering DOTD’s structural fabrication inspection of structural steel and precast/prestress concrete in facilities throughout the nation. Administration includes:

Fabrication inspection, testing and quality assurance of all fabrication of steel structures along with structural and mechanical components for the Department; drafts and recommends policies and procedures for structural metal fabrication. Approves material for use and recommends approval of substitute materials where necessary; makes decisions as to the acceptability and/or repair of fabricated products; makes decisions as to proper fit of joints and splices, cross bracing, floor beams, etc. in shop assemblies; approves the qualifications of welders, welding operators, welding procedures and processes; reviews and provides quality assurance for shop applications of protective coatings.

Fabrication inspection, testing and quality assurance for the department of all:

  • Precast-prestressed concrete structural components, including girders, piling, stay in place

forms, monolithic slab-girder-barrier combinations (entire bridge spans above caps cast as one unit)

  • Precast concrete structure components, including bridge caps, bridge panels, hollow core

slabs, channel slabs, double tees and miscellaneous precast units for bridges in facilities wherever located

Recommending changes where needed in standard plans, details, Specifications, and generally makes decisions as to allowable fabrication processes and procedures; makes decisions as to the acceptability or reparability of precast and precast-prestressed concrete products.

Construction Inspection, Testing and Quality Assurance of electrical construction for the Department, including installations for moveable bridges, buildings and interstate lighting; reviews electrical plans for the input to the Preconstruction division; attends design reviews; coordinates and conducts plan-in-hand inspections on purely electrical jobs and provides technical expertise concerning the electrical portions of the other construction projects; furnishes technical expertise to the District and project staffs concerning unusual or difficult electrical problems during construction; provides information for input to the Preconstruction Division on desirable changes to contract, details, equipment, methods and procedures; reviews and makes recommendations on proposed plan changes in the electrical area; makes electrical inspections of existing facilities for the input to the Preconstruction Division and the Maintenance Division.

Managing the bridge painting inspection consultant retainer contracts, including contract scope, qualifications, selection committee, task order development and invoice review. Includes development of painting specifications for the standard and supplemental specifications.

Providing structural construction engineering expertise to Construction Engineers, Design Engineers, Consulting Engineers, Contractors and other engineering personnel in solving complex and/or unusual problems and in developing projects plans and specifications. Reviewing, analyzing, and developing new policy and procedure to ensure consistent interpretation by Project Engineers of the Standard Specifications, Special Provisions, and Contract Administration Manual. Reviewing and approving project submittals such as:

*Forms and false work *Pile driving submittals *Pile length recommendations *Drill shaft installation plan

Assisting HQ Area Engineers with the administration of their districts. Providing recommendations to the Construction Engineer Administrator for resolution of the contractor’s claims, lawsuits, and construction related problems. Negotiating, arbitrating, and coordinating with contractors and the Federal Highway Administration on contract time extensions, specifications and plan changes, extra work, and disputes or problems arising from any construction related activities, all of which may be subject to the DOTD Chief Engineer’s approval.

Reviewing plan changes; recommending approval or disapproval for revisions in the plans and/or specifications, coordinating with Design Section to address reoccurring problems; reviewing and/or writing specifications.

Providing technical assistance and/or representation as needed for various assignments, such as:

*Consulting Engineers during the predesign, design and construction of bridges in the statewide Federal Aid

Off-System Replacement Program for the State and the parishes.

*Federal Highway Administration Engineers during the administration of many of the assigned duties.

*Reviewing and evaluating field engineering techniques in order to improve, modify, and standardize

techniques, training needs, research efforts and Department policy.

*Reviews plans and specifications to make recommendations for approval or changes where needed.
