About this position:

This position provides direct and vital support to the Publications Engineer, who is the guardian of theLouisiana Standard Specifications for Roads and Bridges (standard specifications handbook, Please see the Examples or Work below for the complete position description.

Supplemental Qualifications: Four (4) years of engineering experience with writing, reviewing, or applying specifications and technical documents in the plan preparation, project delivery, or construction phases.

This position has a Special Entrance Rate (SER) - $3316.00/biweekly.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Two years of licensed engineering experience.

  2. Six years of professional engineering experience.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required experience.

    A Ph.D. in engineering will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

FUNCTION OF WORK:

Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.

LEVEL OF WORK:

Expert.

SUPERVISION RECEIVED:

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Examples of Work

This position provides direct and vital support to the Publications Engineer, who is the guardian of theLouisiana Standard Specifications for Roads and Bridges (standard specifications handbook), and:

Specifications Engineering & Standard Plan Coordination

  • Helps the Publications Engineer and the Specifications and Standards Engineer prepare and maintain the standard specifications handbook, special provisions, supplemental specifications, bid forms, bond forms, Master Items List, construction proposal checklists, and miscellaneous documents, but focuses primarily on the Non-Standard items.

  • Informs and advises engineering consultants and DOTO district officials concerning special provision and specification-related technical matters including, but not limited to, proper pay item usage and asphalt cement price indices.

  • Reviews new and revised standard plans received from other technical sections, including, but not limited to, Road Design, Bridge Design, Hydraulics, and Traffic Services, to determine conformity with the standard specifications, special provisions, and design policy standards.

  • Independently organizes and facilitates standard plan revision review, approval, and implementation process with the Standard Plans Review Group in accordance with DOTO policy.

  • Provides review comments to the responsible technical section and obtains the Chief Engineer's approval of the final standard plans.

  • Prepares, maintains, and distributes the standard plan index throughout DOTO and to consultant engineers.

Technical Manual & Document Management

  • Coordinates with the Plan Conformity Manager through the specification responsibilities listed above to identify where directives, standards, manuals, required forms, mandatory checklists, and design standards are not in conformity so that corrective actions may be determined in order to prevent errors, confusion, change orders, and significant project cost increases.

  • Ensures conformity by advising various users of technical documents on the effects that existing and new policies or documents have on other technical manuals and documents.

  • Reviews or initiates proposed changes to policies, documents, specifications, and manuals in an expert engineering capacity in coordination with department experts to ensure conformity by determining how these changes will affect technical manuals and documents.

  • Initiates analysis via meetings and committees to determine the current necessity of existing and potential technical manual and document requirements to lower costs by reducing engineering efforts and ensuring conformity to changing construction practices.

  • Meets with various Section Heads and committees until resolutions are reached for the items listed above. This position will document and disseminate the final resolutions to appropriate parties with detailed engineering justification and clarification.

While in an official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations and DOTO policies, procedures, manuals, and directives.

50% Review/Initiate Proposed Changes:

  • Reviews or initiates proposed changes to policies, directives, standards, manuals, required forms, mandatory checklists, specifications, and design standards.

  • Attends committee meetings in conjunction with other sections to give expert engineering opinion on how any potential changes would affect the way that DOTO communicates information via specifications, technical manuals, & documents to ensure conformity.

35% Provide Expert Advice:

  • Documents and disseminates the final resolutions to changes to how specifications, technical manuals, and documents convey information to appropriate parties with detailed engineering justification and clarification.

  • As an expert in specifications, technical manuals, & documents, this position will advise various users of technical documents as to where to find and how specifications, policies, and documents affect other processes and documents within the department to ensure conformity.

10% Specification Review Meetings:

  • Arranges and chairs specification review meetings with subject matter material experts, various section heads, and other committee members-to allow for a free-flow discussion and explanation of specification intent and content.

  • Explains the reasoning behind specifications and changes to specifications to avoid future errors or misunderstandings.

5% Other Duties: May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
