The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, regulate charitable gaming and the sale of alcoholic beverages and tobacco, and support state agencies in the collection of overdue debts. Collectively, each program, unit, division, and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax-Free Shopping Commission.

The Financial Services Division and the Office of Management and Finance Accounts Payable Section serves the operating accounting functions for the Department of Revenue with 3 separate appropriated programs; Tax Collection, Alcohol and Tobacco Control, and Charitable Gaming having a combined approximate $105.5 million operating budget from multiple means of financing (general fund direct, statutory dedication, federal, and interagency transfers).

ABOUT THIS POSITION:

  • The incumbent of this position performs complex professional accounting, computer data transmissions, and reporting functions associated with the Department’s bank accounts (electronic transfer funds, manual bank accounts and system bank accounts).

  • The incumbent will also maintain the reconciliation of all of the major state collection of revenue (approximately 8.6 billion dollars and 2.5 million disbursement transactions).

  • Specifically, this position reconciles monthly bank statements/accounts, researches, extracts and complies information and prepares financial reports and schedules used by the Accountant Manger.

  • Communicates with other Accountants, internal and state legislative auditors, banks and program and management personnel for the purpose of providing information and assistance to resolve problems, and receives general supervision for the higher level Accountant and Accountant Manager.

  • to ensure all deposits are processed timely to ensure the states assets are reported accurately.

  • To ensure that all monthly journal vouchers are processed timely and accurately from the Delta System.

  • to ensure performance information is reported to the Manager timely and accurately.

This position has a Special Entrance Rate (SER) at each level:

The Accountant 1 (AS-612) has a starting rate of $19.31/hourly; $1544.80 biweekly.

The Accountant 2 (AS-613) has a starting rate of $20.66/hourly; $1652.80 biweekly.

The Accountant 3 (AS-615) has a starting rate of $22.82/hourly; $1825.60 biweekly.

Note regarding the advertised pay range: The Accountant series has an established special entrance rate (SER) that is set above the minimum of the pay range. The maximum amount listed is the maximum salary a person can make while in this title andNOT the maximum amount we are allowed to pay a new hire.

VACANCY INFORMATION:

Minimum Qualifications

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four semester hours in accounting.

SUBSTITUTIONS FOR DEGREE AND TWENTY-FOUR HOURS IN ACCOUNTING:

A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting.

SUBSTITUTIONS FOR DEGREE ONLY:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

Prepares required financial statements and fiscal reports which include the compilation and analysis of data for monthly, quarterly, and annual reports.

Communicates with public and private accountants; state, federal, and independent auditors; banks; brokerage firms; program or management personnel; and vendors for the purpose of providing information and technical assistance needed to resolve problems.

Maintains cash management records, including funds drawn and received, funds disbursed by sources, deposits of funds, issuance of refunds, and classifies revenue as to sources of funding and expenditures as to their nature.

Prepares, monitors, reconciles, audits, and forecasts revenues, expenditures, and budgets.

Reviews and approves purchases and contracts.

Participates in the development of new accounting techniques in the design and implementation of accounting subsystems, compilation of manuals for accounting and computer application, and preparing managerial reports.
