Summary This position is located at the Bath National Cemetery in Bath, New York. Responsibilities The incumbent assists management analyzing current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives. The primary qualification requirements are analytical ability, substantive knowledge of programs and processes as they effect the operation of a cemetery and knowledge of pertinent statistical, accounting, budget and economic principles and techniques. Incumbent also performs administrative work concerned with establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, and morale. The incumbent performs management analyst duties and serves as the principal staff assistant under the Director in accomplishing a variety of administrative functions. Assists with the coordination of the cemetery's business plan, quality management goals and objectives and is responsible for a variety of administrative oversight duties vital to the mission. The incumbent is also required to process payments to contractors and assist in the creation and review of contract statements of work. Performs public outreach as needed. Work schedule: Required to work Monday through Friday. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Position Description Title/PD#: Management Analyst/PD1607598 The full performance level of this position is GS - 09. At the level GS-07, you will perform similar duties but under closer supervision. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Salary:: GS-07: $49,025 - $63,733 GS-09: $59,966 - $77,955 Relocation Expenses: Not Authorized Relocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not Required Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Must possess and maintain a valid state driver's license. You may qualify based on your experience and/or education, as described below: GS-07: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative functions; analytical ability; knowledge of programs and processes; knowledge of statistics, accounting, budget, financial management, procurement, contracts, economic principles, and economic techniques. OR, Education GS-07: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR a Bachelor's degree with Superior Academic Achievement: SAA is defined as (1) cumulative GPA of 3.0 or higher out of a possible 4.0 for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) GPA of 3.5 or higher out of a possible 4.0 for all courses in your major field of study, or those courses in your major completed in the last two years; (3) Rank in the upper one-third of your class in the college, university, or major subdivision; or (4) Membership in a national honor society (other than freshman honor societies). This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED) OR, Combination GS-07: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. This education must have been obtained in an accredited college or university. Physical Requirements: The duties and work performed are typically sedentary requiring sitting, some walking, light lifting, bending, and stooping with are performed in an office setting. Work may include carrying of moderately heavy items such as boxes of paper, brochures, etc. Incumbent is required to represent burial services where extended periods of standing are common and will involve strenuous physical exertion such as lifting items far exceeding 50 lbs. (assisting in moving the casket from the funeral home vehicle onto the bier then moving into shelter to the appropriate position and from there to the cemetery transport vehicle).
