JOB SUMMARY:

Under the direction of the Director of Vocational Services, the Employment Specialist III will oversee the marketing of the youth potentially eligible Pre-ETS services under the ACCES-VR contract. Duties include outreach and capacity building, referral, curriculum, and assisting the Director with data collection and management, and reporting. The primary focus will be on youth vocational services and supports.

This position is performing the duties of an Employment Specialist II as documented in that job description and performs the following additional duties:

JOB FUNCTIONS:

Regulatory and Corporate Compliance

  • Ensure accurate interpretation and implementation of applicable regulations.

  • Ensure regulatory and corporate compliance within assigned program oversight areas.

  • Review, monitor and take corrective action to ensure that systems and processes are effective

  • Maintain up to date knowledge of ACCES-VR requirements as it pertains to PRE-ETS Services as well as any other services assigned.

  • Maintain knowledge of educational regulations and practices impacting implementation of pre-ETS services

  • Maintain a working knowledge of NYS social, emotional learning benchmarks, CDOS and other relative NYS educational standards, applying this knowledge to curriculum development and implementation.

  • Ensure compliance with HIPAA regulations.

  • Ensure all trainings by funder and Arc Allegany-Steuben are completed as required.

    Financial Management

  • Works with Program Director to ensure billing is accurate and timely.

  • Submits billing to Director for review and makes any requested corrections in a timely manner.

  • Work with Finance office to ensure accurate reimbursement for billed services.

  • Work to maximize billing opportunities.

    Program Management

  • D evelop systems and procedures aimed at creating a consistent, universal approach to Pre-ETS services.

  • Monitor curriculum implementation and adjusts based on identified areas of improvement, best practices, and current trends within the employment and education fields, and submit to Director to obtain ACCES approval of any changes.

  • Working with the Director will develop and implements quarterly and annual events to promote networking, engagement, and outreach opportunities.

  • Working with the Director will provide training to all service delivery associates on the curriculum, as well as identified areas based on target audiences.

  • Monitor student progress and portfolio development.

  • Develop a referral management system to ensure an equitable, person centered approach to referral assignments and follow through.

  • Network with schools seeking out students eligible for program.

  • Complete and submit referrals to ACCES VR per contract requirements.

  • Develop effective relationships with local schools to promote the program.

  • Develop a positive working relationship with ACCES-VR contacts, including the TASE assigned to Pre-ETS for youth services.

  • Use effective communication skills to establish collaborative relationships across multiple service populations – including but not limited to OPWDD, OMH, and Juvenile Justice agencies.

  • Exhibit professional behavior and relationships; showing respect for diversity and inclusion

  • Maintain contact with families, individuals and other inter Agency and out of Agency service providers.

  • Develop and maintains customer relationships, trouble-shooting and handling sensitive situations

  • Market and promote programs to community, schools, families, and various business organizations, creating new opportunities to establish working relationships and enhancing current relationships.

  • Work with Program Director and Development Director to develop and implement marketing strategies effectively utilizing social media platforms to reach target audiences.

  • This person can provide training in an effective manner to program participants as well as Agency associates.

  • The person in this position can develop and implement new systems making use of Plan, Do, Check, Act to continually monitor and improve.

  • The person in this position has a working knowledge of various social media platforms for the purpose of marketing programs and enhancing curriculum.

    QUALIFICATIONS:

  • A Bachelor’s Degree in a Human Services or education related field and at least 1 year of relevant experience delivering and/or supervising educational or vocational services to students with disabilities.

  • CPR/First Aid/AED Certification within the first six months of hire.

  • Completion of required NY CASE trainings within first two (2) years of hire and on-going continuing education per contractual obligations.

  • Completion of required Eleversity Trainings to provide SEMP and CPV services per OPWDD regulation.

    ADDITIONAL QUALIFICATIONS/REQUIREMENTS:

  • Where position requires driving:

  • Valid driver’s license for the state in which the person resides.

  • Acceptable safe driving record.

  • Where position requires driving individuals served by the Agency:

  • Motor vehicle with up-to-date inspection, that is registered and insured.

  • Will be required to enroll in LENS (Licensed Event Notification System).

    AUTHORITY AND ACCOUNTABILITY:

    People: This position functions with general supervision, most work is subject to check. Provides services directly to the people we support. Errors may be discovered by process review and would have moderately high impact.

    Operations: The person assists with curriculum development and implementation. This person ensures regulatory and corporate compliance standards are met.

    Budget: Under the Director of Vocational Services, creates billing documents submitted by Director after review.
