Utilities Systems Manager - Secret Clearance Required

General Descriptions of Responsibilities:

This position directs and oversees a variety of trades and crafts in the construction, alteration, preventive maintenance, and repair of utility plants and systems and associated appurtenances.

Specific Responsibilities:

  • Exercising daily management, operational, and administrative control of all resources.

  • Ensuring compliance of all O&M activities and personnel with ISO 9001 quality program and continuous improvement objectives.

  • Maintaining close relationship with Government counterparts to ensure that work efforts are aligned with customer priorities and schedules.

  • Allocating personnel and assets to support changes in requirements or emergencies/contingencies without degradation to other programs, equipment or systems.

  • Anticipating future trends in personnel and material requirements.

  • Coordinating efforts of other public works shops in preparing or responding to specifications or requirements.

  • Applying state-of-the art management and maintenance practices to the operation, maintenance, and inspection of utilities.

  • Attending base meetings involving utility issues and when requested by another base activity to coordinate impacts on utilities.

  • Evaluating public works operations related to utility functions.

  • Managing participation in base emergency, disaster recovery, exercises, and operations requiring public works & O&M support.

  • Overseeing maintenance of applicable public works technical library, including O&M series TM’s and other relevant publications, including keeping applicable reports, databases, and programs current


Minimum Qualifications:

  • Minimum 10 years of directly related experience in utility systems management.

  • Minimum 10 years’ experience in utility and systems O&M. Hands-on experience in one or more technical trades required.

  • Associate degree in a technical discipline highly preferred (e.g., HVAC, high voltage electrical, pipefitting/plumbing, etc.)

  • Minimum 5 years’ experience supervising large workforces.

  • Knowledge of public works regulations, instructions, and directives, OSHA requirements.

  • Experience supervising site construction work, conducting field inspections, preparing comprehensive reports, performing quality control, planning, surveying, cost and progress analysis, drawings, specifications, work methodologies, and contract analysis.

  • Experience in management of manpower, and materials.

  • Knowledge of environmental matters relating to materials handling and utility maintenance.

  • Background in public works, including management and supervision of a utilities infrastructure system required.

  • Thorough knowledge of national, State, and local code requirements.

  • GFEBS experience desired.

  • Secret security clearance or ability to obtain a secret clearance required.
