Reporting to the Deputy Director for Children and Family Services, theSenior Program Officer for Program Operationswill oversee operational activities related to sites and programs serving unaccompanied immigrant children released from federal custody. This position can be remote with occasional trips to Baltimore as needed.

DUTIES

  • Provides support to the Deputy Director in the areas of proposal development, report editing, and contract management.
  • Provides support with budget development, management, and adjustment activities.
  • Gathers, organizes, and analyzes data related to grants, budgets and contracts.
  • Ensures work plan development, adherence to internal operating policy and procedures, and compliance with federal obligations.
  • Assists with activities related to interdepartmental relations and operations to improve efficiency and efficacy of internal procedures.
  • Communicates with partners regarding contracts and budgets.
  • Participates in agency-wide activities and initiatives including all-staff meetings, working groups or task forces and implementation of strategic initiatives.
  • Assists with the writing of various governmental reports (quarterly, annual and monitoring visit reports).
  • Coordinates regular, effective collaboration with LIRS partners, ORR, Voluntary Agencies, and other key stakeholders who are engaged in service provision to unaccompanied migrant and refugee children on various tasks through rapport-building and the development of long-term working relationships.
  • Ensures solutions are consistent with organizational objectives.
  • Assists the Deputy Director for Children and Family Services by ensuring coordination, collaboration and information sharing on major developments, activities and initiatives.
  • Manages staff as needed and assigned.
  • Represents LIRS Children's Services at assigned external meetings, trainings or groups.

QUALIFICATIONS

  • Master's degree in business administration or other related field
  • Minimum of four years of experience in budget management
  • Minimum of three years of managerial experience with increasing roles and responsibilities in supervision, program management, implementation, and evaluation.
  • Demonstrated ability to work within a team and independently to establish priorities and exercise sound judgment in response to systems that are highly complex, sensitive, and confidential.
  • Demonstrated ability to develop and manage collaborative relationships as part of programmatic proposal development.
  • Demonstrated experience in providing technical assistance to internal staff and external stakeholders on budget related topics.
  • Demonstrated ability to utilize tact and discretion when resolving issues and/or non-routine matters within the organization. Uses diplomatic skills to obtain trust and cooperation to resolve problems, manage projects or achieve appropriate solutions.
  • Experience and knowledge of legal and political issues related to immigration and child welfare preferred.
  • Excellent oral and written communication skills and the ability to interact well with all levels of various systems.
  • Experience with and commitment to working in a cross-cultural or diverse workforce.
  • Valid driver's license and the ability to drive unrestricted are required.
  • Able and willing to travel 25% of annual time.
  • Proficiency in Microsoft Office applications.

SPECIAL POSITION REQUIREMENTS

  • Must be willing and able to clear a criminal background check for the past 7 years.
  • Must be willing and able to request and clear Child Abuse and Neglect background check in all states lived within previous 5 years, updated yearly.
  • Must obtain a negative TB Test yearly.
  • Must be willing and able to obtain FBI fingerprint check every 5 years.
  • Must have valid driver's license and MVA check free of major infractions for the last 7 years.
