Johns Hopkins University Program Manager, Neighborhood Nursing Initiative in Baltimore, Maryland

The Neighborhood Nursing Initiative is a groundbreaking project led by the Johns Hopkins School of Nursing (JHSON) in collaboration with partner universities and organizations across Maryland. Inspired by Costa Rica’s primary healthcare model, this initiative redefines healthcare delivery in the United States by shifting the focus from treatment to prevention and equity. Through interdisciplinary teams of nurses and community health workers, Neighborhood Nursing delivers comprehensive health and social care directly to individuals' homes and trusted community hubs such as schools and libraries.

This initiative addresses critical systemic challenges: entrenched institutional power dynamics and the reactive nature of U.S. healthcare. It is rooted in the principles of justice, health equity, and community-centered care.

The Opportunity

JHSON seeks a passionate and experienced Program Manager, Neighborhood Nursing Initiative to join this transformative effort. This dynamic role combines expertise in health policy, public/community health, and systems design with a commitment to anti-racism and social equity.

The Program Manager will work closely with and report to the Director of the Neighborhood Nursing Center at JHSON. They will oversee the coordination, implementation, and evaluation of the Neighborhood Nursing Pilot Program across selected sites in Maryland.

Specific Duties & Responsibilities

Implementation & Coordination

  • Develop and refine implementation protocols, guidelines, and procedures aligned with the core principles of Neighborhood Nursing at individual and community levels.

  • Monitor implementation fidelity and consistency across multiple sites and partners.

  • Support stakeholder engagement, including relationship management with operational partners.

Systems Design & Innovation

  • Lead the design, prototyping, and modeling of systems for the Neighborhood Nursing Center.

  • Contribute to the development of policies and strategies to advance program objectives.

Program Support

  • Assist with program development, evaluation, and research activities.

  • Provide support for policy advocacy, marketing efforts, grant-writing, and fundraising initiatives.

  • Manage and coordinate multi-source budgets to ensure effective program execution.

Community Engagement

  • Expand and strengthen relationships with community partners, ensuring alignment with the initiative's mission.

  • Foster trust and collaboration with diverse stakeholders, emphasizing equity and inclusion.

Special Knowledge, Skills & Abilities

  • Familiarity with the Baltimore health and social care community.

  • Public health experience in the overall coordination, management, and supervision of community health care programs and previous experiences with design and organizational change.

  • Demonstrated experience managing innovative health or social care models, particularly in public or community health contexts.

  • Expertise in mixed-methods research, qualitative and quantitative evaluation, and community-facing initiatives.

  • Familiarity with Baltimore’s health and social care community is strongly preferred.

  • Commitment to anti-racism, health equity, and systems change.

  • Strong organizational, communication, and relationship management skills.

Minimum Qualifications

  • Bachelor's Degree.

  • Five years related experience.

  • Additional education may substitute for experience to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Master’s Degree in Public Health, Nursing, Health Policy, or a related field.
