The University of Maryland School of Medicine, Department of Epidemiology and Public Health – Cancer Epidemiologyhas anexciting opportunity for a seasoned professional to join a busy and expanding research team in the Department of Epidemiology and Public Health. This position requires an individual who is a self-starter, resourceful, and can anticipate “next steps.” The successful candidate will be able to accomplish this, in part, by having a positive attitude, excellent interpersonal and communication skills, being detail-oriented, and being able to plan, organize, prioritize, and execute complicated and continuing assignments without instruction and minimal supervision. Essential Functions: The program manager willwork closely with the PI and members of the research team and collaborators to: * Support theimplementation and execution of funded research and training projects including the creation of schedules and timelines, management of budgets, tracking of expenditures, and maintaining cost centers and other allocations. Provide regular financial reports and, obtain and manage Corporate Purchasing Card including maintaining required records; generating and/or approving PUR01/PUR02 and other requests for reimbursement/payment; verify accuracy of transactions and that those transactions comply with university, state, and federal requirements. Prepare and distribute study-related requests; organize study meetings; maintain records of votes and meeting minutes; regularly obtain financial reports from collaborators. Coordinate studies-related meetings including PI meetings, research working groups, and External Advisory Board Committee; schedule meetings, create agendas, distribute materials before meetings, and take minutes. Prepare an annual progress report and an annual directory for the study site as required. Coordinate the regular publication of summary reports and serve as an information resource to collaborators, the university, and external figures. * Conduct contract and grant preparation and align these with the requirements of a funding opportunity announcement. Prepare timelines and checklists of requirements for successful grant submission, gather, verify, and process documents. Develop contract requirements containing quantifiable specifications and measurable performance criteria. * Reconcile budgets, provide analysis of complex accounts including grants and contracts, revolving accounts, cost center allocations, and other accounts, and run regular reports for the research team. Order all necessary supplies; manage working fund requests for payments; submit journal entries and requisitions; establish MOCs with departments; initiate and/or submit sub-awards including modifications according to changes negotiated and approved * Manage all aspects of post-award research administration for accounts; follow policies and procedures in the areas of payroll, procurement, accounts payable, and sponsored research. Bring conflict of interest, export control, and other special situations to finance, research, and/or department administrator’s attention. Provide accurate and timely written reports as directed. * Attend and participate in monthly manager’s meetings; bring issues to the group for discussion/information sharing purposes; function as an active member of the department’s administrative core, working collaboratively and efficiently with other administrative staff. Establish relationships with campus administrative offices; interact with internal and external customers of the university; handles sensitive and confidential information with tact and discretion; serve as a liaison with key external agencies, campuses, or other high-level contacts. Work with senior administrative leadership to address and resolve issues; ensure administrative matters are managed in a timely and effective manner; advise PIs and research staff on best practices and procedures * Perform other duties as assigned. Minimum Qualifications: Education: * Bachelor’s degree in a related field of expertise. In some cases, a position-specific master’s degree will be required. In cases where a Master’s degree is required, it will substitute for 2 years of experience. * At least 3 years of experience in the overall responsibility for program direction, coordination, and implementation. Other: * Advanced knowledge (or willingness to learn) of a variety of software programs (e.g., Excel, Access, Kuali, Quantum Financials, Taleo, and other standard desktop software); * Knowledge of best practices in research administration. * Strong interpersonal skills, and the ability to function in a team and collaborative environment with staff, faculty, students, and an extended network of professionals. * Excellent organizational skills are required to handle the variety of tasks that are associated with this position. * Outstanding organizational, problem-solving, negotiation and critical thinking skills are required to perform the essential functions of this position. * Experience managing federal consortia and international awards, highly desirable. * Cleryact designated job as campus security authorities (CSA) member and will comply with Clery Act requirements. Knowledge, Skills & Abilities: * Possesses a thorough knowledge of developing and administering a research program and can perform the work of the position in compliance with sponsor, federal, state, and university regulations. * Assumes personal responsibility for all outcomes; ability to establish and implement goals and structures in support of the strategic mission; makes effective and strategic, analytical, and timely decisions; proficient computer literacy and database familiarity required. * Ability to effectively communicate both verbal and written thoughts, ideas, and facts with all audiences, strengthening and cultivating relationships. Writing samples may be requested. * Ability to work cooperatively with diverse constituencies and demonstrate professional, ethical, respectful, and courteous behavior when interacting with others. Demonstrates pleasant and positive interactions with others to meet faculty expectations and provides follow-up with faculty. * Reaches compromise and consensus to influence and negotiate, possesses a high level of integrity, and can exercise confidentiality and discretion. Remains calm and can manage conflict and works well with a diverse workforce. An approachable style allows others to be open to sharing thoughts and ideas. * Ability to travel and work irregular hours as needed.
