U.S. Coast Guard PROGRAM ANALYST in Baltimore, Maryland

Summary This position will serve as the Program Analyst within The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), Business Performance Branch located in Baltimore, Maryland. Responsibilities Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: The incumbent plans, analyzes, and implements Continuous Performance Improvement (CPI) projects to sustain SFLC mission support performance objectives. The incumbent's work typically includes serving as a project team leader, performing data collection & analysis, capturing stakeholder requirements, drafting policy, process, and procedural documentation, submitting change recommendations, delivering informational & decisional briefs, and assisting with deployment of requirements for the Business Performance Program. Typical work assignments include: -Monitoring and reviewing assigned programs to develop appropriate processes, project plans, business rules, procedures, and other documentation. -Using data analytics skills to collect, review, evaluate, and interpret data. Deliver regular recurring business performance metrics. Present findings, options, and recommendations, via briefs, reports, issue papers, or visual analytic products. -Providing authoritative staff advice and technical guidance in assigned program areas. -Serving on inter-command and intra-command work groups to analyze and resolve common problems. -Planning and conducting studies and evaluation activities in assigned program areas. Translate findings into specific corrective action, including new or revised requirements, guidance, training, or other appropriate measures. Qualifications TO QUALIFY FOR GS-13: Applicants must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience for this position is defined as: - Performing of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness. - Improving complex processes and systems, and to plan, organize, and direct team study work and to negotiate effectively - Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more of important programs. - Experience developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. - Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more of important programs. - Experience designing and conducting comprehensive management studies, and preparing solutions to especially broad, important, and severe management problems. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level.
