University of Maryland, Baltimore (UMB) currently has an exciting opportunity for an energetic and engaged Construction Procurement Professional.Reporting to the Assistant Vice President for Facilities Operations, the Executive Director for Construction and Facilities Strategic Acquisitions (CFSA) is responsible and accountable for providing responsive, timely Construction and Maintenance procurement services. Ensures the University obtains the best value in procuring the supplies, equipment, and services. Drives proactive strategic sourcing process improvements that meet the University’s facilities needs, provide prompt program and project execution, and ensure customer service excellence. Identifies performance metrics to ensure continuous, sustained improvement across the department. */The selected candidate for this position is eligible for a sign-on bonus totaling $15,000. Half of the bonus is payable within the first 30 days of hire and the remaining half is payable after successful completion of a probationary period of 12 months. The sign on bonus is eligible only to candidates new or returning to UMB./* PRIMARY DUTIES: • Provides strategic direction and leadership including the development and implementation of construction and facilities strategic sourcing policies, methodology, systems, and processes that improve effectiveness, efficiency, quality, and customer responsiveness and reduce costs. • Leads a dedicated team focused on optimizing performance and customer experience. Sets a high-level professional example to staff to create and maintain a highly proactive and efficient department. Mentors, coaches, trains, and evaluates a staff of proficient, highly engaged, and motivated employees. • Evaluates current processes and implements effective process improvements to streamline workflows. Utilizes change management best practices. Develops and implements individual metrics/benchmarks, as well as departmental performance metrics toward University goals. Benchmarks Department performance against peer institutions. • Monitors changes in legislation and University System of Maryland (USM) policies related to Procurement, including Minority Business Enterprise (MBE)/Small Business Enterprise (SBE) programs. Develops and implements best practices while assuring compliance with all applicable laws, rules, regulations, internal control measures, and policies. • Co-administers all aspects of MBE/SBE and other applicable socio-economic programs. Co-leads the University’s Procurement Review Group, responsible for evaluating opportunities for MBE/SBE participation on all available solicitations. • Advises the administration and customers on and the optimum application of procurement law; State and Federal regulations; Board of Public Works (BPW) Advisories; USM Procurement Policies and Procedures; and business best practices. • Supports USM in developing construction procurement-related agenda items and presentations for the Board of Regents and/or the BPW and represents UMB at meetings. • Evaluates all claims, protests, and other disputes. Develops, in consultation with the Assistant Vice President for Facilities and Operations, creative solutions for recommendation to University leaders and the Office of the Attorney General. • Drives total quality procurement efforts to meet customer needs. • Consults with customers to determine the appropriate project procurement strategy that meets the customer’s mission and goals, technical requirements, and time and funding constraints. Analyze the current construction market in order to maximize competition among qualified firms. • Develops and fosters positive working relationships with key University customers, vendors, and suppliers. Collaborates with the customer for source selection plan development transparency, gives timely updates, and provides training. • Monitors vendor performance. Takes or recommends appropriate corrective action. • Prepares, executes, and monitors all departmental and project budgets. • Implements and maintains appropriate internal controls; ensures proper use of all University resources. • Performs other related duties as assigned. MINIMUM QUALIFICATIONS: Education:Bachelor’s degree. An advanced degree in public administration, business administration, construction management, or other applicable area of study is preferred. Experience:Ten (10) years of progressively responsible experience in construction contract procurement and administration and project management. Five (5) years of experience in educational, institutional, or public sector procurement. Supervisory Experience:Five (5) years of direct leadership and management which involved recruitment, training and professional development of staff, and direct responsibility for staff performance. Certification/Licensure:Certification from an accredited procurement program or able to become certified within twelve months of hire. Other:Annual financial disclosure required by Maryland State Law. KNOWLEDGE, SKILLS, ABILITIES: * Ability to effectively communicate and professionally represent the University at meetings of the BPW, Board of Regents, or other public meetings. * Ability to conduct effective negotiations for complex and difficult contracts and contract modifications. Maintain the proper degree of business equity when dealing with private industry and in seeking University management approvals. * Ability to lead University teams negotiating process, terms and conditions, and settlements for competitively negotiated contracts and for the resolution of complex change orders, disputes, and claims. * Ability to use a broad array of procurement methodologies and selection factors to plan appropriate strategies to procure complex requirements. * Ability to respond to changed site conditions, technical requirements, design concepts, or other similar events by developing new terms and conditions or other contract actions in a manner that minimizes delay and/or added cost. * Comprehensive knowledge of position requirements including all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate, verbally and in writing, complex concepts and issues to a wide variety of audiences. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management.
