Lutheran Immigration and Refugee Service Associate Director for Virtual Field Operations in Baltimore, Maryland

In April 2024, Global Refuge, in partnership with the Department of State's Bureau for Populations, Refugees, and Migration, will launch a new virtual case management program, the Virtual Reception and Placement (VRandP) program. This program will provide case management services to refugees and Special Immigrant Visa holders for the first 90 days after their arrival, providing Reception and Placement (RandP) services, virtually.
Reporting to the Director for Programs, the Associate Director provides programmatic management and leadership to a team responsible for the overall implementation, oversight, and quality of direct VRandP programming. The Associate Director oversees Virtual Program Managers who manage teams of Field Regional Supervisors and Virtual Case Managers and the National Resource and Referral Manager who manages a team of Regional Referral Coordinators.

DUTIES
- Lead Global Refuge's VRandP work to provide timely and efficient services to newly arrived refugees and SIVs.
- Provide strategic thinking, in partnership with the Director for Programs, as it relates to Global Refuge's engagement in the provision of VRandP.
- In close collaboration with the Associate Director for Resettlement, implement and quickly scale virtual case management services for up to 5,000 refugees and SIVs, including the development of an overseas information campaign to ensure clients opting into Virtual Reception and Placement (VRandP) are able to make an informed decision.
- Adapt and pivot high-quality services in response to shifting trends and needs.
- Recruit VRandP staff in close collaboration with Human Resources.
- Ensure staff are effectively trained to deliver high-quality virtual case management services through VRandP.
- Provide staff supervision. Support managers in their leadership of teams to ensure successful program delivery and a saf , supportive environment for clients and staff.
- Create a VRandP outreach and communication campaign.
- Develop consistent, effective, and efficient practices and Standard Operating Procedures regarding program service delivery and support field operations staff who are implementing programs.
- Ensure the delivery of gender equity services.
- Ensure the delivery of client-centered, trauma-informed, and linguistically appropriate services.
- Ensure work plan development, internal operating policy and procedures, and compliance with funder obligations.
- Significantly contribute to and manage funding reports and proposal submissions; review and edit quarterly, annual, and Quality Assurance reports for program services.
- Manage relationship with cash disbursement partner in close collaboration with the Global Refuge accounting team.
- Support the creation and management of a Global Refuge national hotline and email to receive community referrals.
- Create and manage programmatic budgets and ensure adherence to program requirements.
- Build and deepen relationships with partners, coalitions, and stakeholders.
- Ensure close coordination and collaboration with applicable State Refugee Coordinators and Office of Refugee Resettlement-funded programs.
- Participate in presentation efforts designed to advocate responsive policies and programs on behalf of refugees and SIVs.
- Serve as subject matter expert and represent Global Refuge at meetings with partners at the national level.
- Maintain awareness of national trends and key legislation related to refugees and newcomers in the United States
- Other duties as assigned.
QUALIFICATIONS
- Undergraduate degree in combination with at least four years of relevant work experience with refugees, asylum seekers, and/or migrants is required. National oversight of a program network is a plus.
- Minimum of four years supervisory experience
- Experience working with diverse client populations, particularly immigrants and refugees.
- Experience managing complex and fast-moving programs in a highly unpredictable environment.
- Ability to collect, analyze, and interpret program information needed to ensure compliance with program requirements, monitor program outcomes, and complete requisite statistical and narrative reporting.
- Knowledge of practices, principles, and methods employed in the assistance of refugees, asylees, and asylum seekers including a working knowledge and understanding of U.S. Immigration laws and regulations.
- Experience developing performance measurement plans, data collection, and analysis is highly preferred.
- Experience in program monitoring and evaluation and Continuous Quality Improvement.
- Ability to think innovatively, problem-solve, and be efficient with excellent written and oral communication skills, diplomacy, and significant program management experience.
- Appreciation and respect for Lutheran beliefs and values, church member motivations, and sensitivities.
- Ability to work as part of a team and independently.
- Excellent oral and written communication skills.
- Outstanding organizational skills and ability to manage multiple projects simultaneously.
- Ability and willingness to travel overnight up to 25% of the time.
- Proficiency with Microsoft Outlook and Microsoft Office applications.
- Spanish language proficiency is strongly preferred.
