The State Highway Administration’s (SHA) Office of Equal Opportunity (OEO) is currently recruiting for an Equal Opportunity Officer (DOT Executive Assistant I) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The Office of Equal Opportunity (OEO) (https://www.roads.maryland.gov/mdotsha/pages/Index.aspx?PageId=416) is a full-service office responsible for planning, developing, implementing, monitoring and evaluating all Equal Opportunity Programs within the State Highway Administration (SHA). These programs include Equal Employment Opportunity and Affirmative Action (Title VII of the Civil Rights Act of 1964), Environmental Justice, Disadvantaged/Minority Business Enterprise (D/MBE) Program, Contractor Compliance / On-the-Job Training (OJT) and Limited English Proficiency (LEP) (Title VI of the Civil Rights Act of 1964), and the Americans with Disabilities Act (ADA). The Office of Equal Opportunity works cooperatively with the agency’s equal opportunity officers in SHA's seven districts and Hanover Complex.

Nature of Work:

This position is within the Office of Equal Opportunity (OEO) and is responsible for assisting in administering the SHA Title VII/Equal Employment Opportunity (EEO) Program in accordance with state and federal laws. The Title VII/EEO Program areas include: investigating and tracking complaints of discrimination and/or harassment; reasonable accommodation requests made pursuant to Maryland’s antidiscrimination state laws and the American’s with Disabilities Act (ADA); diversity initiatives; training for New Employee Orientation, New Supervisors Training, and statewide Sexual Harassment training.

The EEO Officer is also responsible for investigating complaints of discrimination; coordinating investigations; developing and administering training on various workplace EEO program areas; preparing investigative documents for external government agencies, including Maryland Commission on Civil Rights (MCCR), U.S. Equal Employment Opportunity Commission (EEOC), and the Department of Budget and Management (DBM); recommending corrective actions; reviewing and recommending approval of reasonable accommodations; reviewing and approving recruitment selection plans; and assisting in providing technical assistance to various mid-level managers and senior managers regarding all EEO Program and affirmative action areas.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience ensuring adherence to fair practice standards or evaluating a business or public entity for compliance with federal, state, or municipal laws and regulations.

Selective Qualification: Two (2) years of the required experience must have involved investigating and tracking complaints of discrimination and/or harassment.

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
