This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The MDTA is seeking a passionate and knowledgeable professional to coordinate and manage the Equal Employment Opportunity (EEO)/Affirmative Action (AA) Program and the Title VI Program of the Civil Rights Act of 1964. This position also oversees a team of EEO Officers.

Duties of this position include, but are not limited to:

  • Investigate and recommend resolution of discrimination and sexual harassment complaints;

  • Conduct investigatory interviews to obtain case details from claimant and other applicable parties;

  • Draft detailed investigation summary reports based on findings;

  • Review and approve Human Resources recruitment and selection documents and process as they relate to the EEO/AA program;

  • Provide advice to executive and senior-level management and employees on local, State, and Federal EEO laws, policies and procedures;

  • Conduct EEO/AA training, preparation of Affirmative Action Plans and prepare various State and Federal program reports;

  • Serves as the agency Americans with Disabilities Act (ADA) Coordinator;

  • Support agency Diversity, Equity, and Inclusion (DEI) initiatives and responsibilities, and;

  • Administer federal and state civil rights laws, executive orders, policies and procedures.

This position assures the equitable, fair, and uniform application of laws and policies governing MDTA's employees, contractors, sub-recipients, and stakeholders. The incumbent also independently develops, researches, interprets, and recommends related program policies and procedures and advises all levels of management on matters that fall under their authority.

The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. **Two years of this experience must include conducting initial investigations for claims of discrimination or harassment related to the Americans with Disabilities Act (ADA)and Title VII of the Civil Rights Act.

The ideal candidate will possess the following:

  • Familiarity with Title VI program monitoring and development

  • Familiarity with Maryland Commission of Civil Rights (MCCR) or similar agency organizational responses

  • Familiarity with Equal Employment Opportunity Commission (EEOC) organizational responses.

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
