DESCRIPTION

Maryland Transit Administration (MTA) is seeking qualified candidates for the position of Baltimore Red Line Project Director within the Transit Development and Delivery department. This senior management position within the MTA is responsible for leading the Baltimore Red Line Project, which is currently in the development phase. The Red Line is a multi-billion-dollar expansion of Baltimore’s light-rail system, adding a new east-west line to the city’s transit network.

The position reports to the Executive Director for Transit Development and Delivery. The incumbent will manage key issues on this highly complex project and oversee an existing team of state and consultant staff responsible for planning, environmental review, design review, project oversight, finance, construction management, compliance and quality. The position also maintains regular contact with stakeholders, elected leaders, and other third parties such as utilities, railroads and other State and local agencies and authorities. The Project Director assures that all activities meet requirements established by the Federal Transit Administration (FTA) and ensures that the project remains eligible for federal funding.

KEY RESPONSIBILITIES

  • Work effectively with internal and external entities and personnel to advance project development and delivery.

  • Respond to changing and evolving operational, departmental, and agency needs and requirements.

  • Identify and address issues, impediments, and risks affecting project progress and implementation.

  • Troubleshoot, resolve, and escalate issues as needed.

  • Maintain accountability for performance and stewardship of resources.

  • Monitor administration to ensure compliance with agency requirements and policies regarding reporting, budget monitoring, and procurement and contract compliance.

  • Develop task budgets and coordinate schedules, use of resource plans, and methods of delivery that ensure project tasks are feasible, justified, and efficiently executed.

  • Maintain frequent and consistent communication with department staff and management, with proactive reporting of key project information.

  • Provide clear and timely direction to project staff on all facets of project implementation.

  • Develop and refine processes for owner’s project-oversight organization.

  • Supervise and develop project staff.

  • Experience supervising and leading a diverse team with tight deadlines.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor's degree in planning, engineering, construction, or management from an accredited college or university.

Experience: At least eight (8) years of experience in transportation project development or related field. Four (4) years of experience in major capital project delivery (>$500M) and two (2) years of supervisory experience at the managerial level. At least two (2) years of prior public-sector experience.

Notes:

  • Additional experience in transportation/transit work may be substituted on a year-for-year basis for the required education.

  • Additional graduate-level education at an accredited college or university may be substituted at the rate of thirty credit hours on a year-to-year basis of the required general experience.

  • Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATION:

One or more years of experience in light rail or other complex infrastructure construction.

One or more years of experience in federal, military, or New Starts project development or engineering

SPECIAL REQUIREMENTS:

  • Selected candidates may be subject to a background investigation under federal or State laws and regulations. A conviction is not an automatic disqualification to employment. Licenses & Certifications

Certified Planner (AICP) or Professional Engineer (PE) preferred.
