The State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE) is currently recruiting for an Administrative Manager (Administrator II) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work : The Administrative Manager position reports to the Office of Planning and Preliminary Engineering (OPPE) Director, and applies Transportation Service Human Resources (TSHRS) policy, Maryland Department of Transportation (MDOT) and Department of Budget and Management (DBM) policies and procedures, Code of Maryland Regulations (COMAR) and all other applicable policies and procedures daily to work processes and responsibilities in support of employees and managers in their human resources, personnel, administrative and training needs. This position requires broad management knowledge of all areas of SHA, as well as the ability to coordinate and integrate various programs, goals, resources, etc. to carry out the mission of SHA and OPPE efficiently and effectively.

The position will manage all aspects of human resources and development responsibilities for OPPE and all its various component divisions. The Administrative Manager provides support to almost 120 permanent SHA employees and consultant employees in OPPE in the areas of human resources, training and occupational safety. The Administrative Manager is the lead for entering and tracking information into the On-Site Consultant Tracking System (OSCTS), and assists consultants with the Cornerstone (course registration, course withdrawal, password resets, login issues, updating consultant records), and helping consultants obtain State identification badges.

The Administrative Manager works in collaboration with SHA's centralized administrative offices (Office of Administration/ Human Resources, Employer-Employee Relations, Equal Employment Opportunity, Office of Finance, Office of Organizational Development & Training, Payroll and others) as needed to ensure various human resources transactions, payroll issues, training and development are handled in compliance with established procedures and policies, accurately and effectively.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in administrative staff or professional work.

Selective Qualification: Two (2) years of the required experience must have involved experience in human resources as it relates to classification, recruitment processes, personnel transactions, disciplinary actions, employment benefits and/or employment policy formulation.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a master’s degree from an accredited college or university for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
