Penn Medicine Medical Group is Hiring Two Associate Chief Operating Officers

Summary:

The Associate Chief Operating Officer (ACOO) for the Regional Practices of Penn Medicine Medical Group (PMMG) will have direct responsibility for all practice site locations within designated geographical regions to achieve operational, financial, patient safety, access, experience, health equity and innovation objectives. The ACOO will cultivate an open, supportive and collaborative culture while providing guidance and leadership to Regional Directors of Operations, Practice Managers and other key staff members in order to develop and manage a highly capable and committed team that shares a passion for clinical care and the highest quality patient-centered outcomes, achieved through continual process improvement.

The incumbent will work very closely with key administrative and clinical leadership stakeholders across PMMG (COO, CFO, Regional Medical Directors and Chiefs, PMMG Administrative Leadership, Ambulatory Facility Leaders, and Hospital Leadership) to strengthen the effectiveness of the clinical operations. The ACOO will also work with hospital leadership as required to ensure optimal facilitation of alignment between ambulatory care and inpatient operations.

Direct Report: Chief Operating Officer, Regional Practices

Indirect Report: VP and Executive Director, Regional Practices

Supervisory Reports: Directors of Regional Operations, Practice and Clinical Managers

Scope: Overall accountability for 2-3 geographic regions (Philadelphia, Main Line, Chester County, Northern PA Suburbs, North Central NJ, South Jersey), with each region having >65 providers, >175 staff, >15 practice sites, and >200,000 annual patient visits.

Responsibilities:

Works with COO, ACHRO, VP and Executive Director of Regional Practices, and CFO, as well as the primary care and specialty Chiefs and Regional Medical Directors to ensure the mission, values and vision of our health system are carried out and scaled across the enterprise.

Assists Directors of Regional Operations (DROs) in developing fiscal year budgetary, operational, quality and patient satisfaction targets.

Maintain coordination with key partners in clinical specialties and hospitals. With a population health orientation supportive of equity and inclusion, creates patient access to primary and specialty care to avoid higher cost encounters and translates value-based payment data into meaningful change.

Collaborates with PMMG leadership to ensure the practices achieve alignment with health system policy and procedure.

Recognized as a “thought leader and subject matter expert” throughout the health system leading to participation in multiple high functioning committees and projects.

Continually assessing our health care delivery model. Developing, piloting and scaling programs across the practices in a given region that drive change in how we deliver our care to patients, including initiatives related to patient access/scheduling, patient experience, and after hours coverage

Holds managers and directors accountable to ensure all staff are on-boarded and trained appropriately based on roles; all curriculums are consistently evaluated and updated.

Champions and leads efforts towards creating and maintaining psychologically safe work environments within the practices that support equitable and fair treatment for all roles, in partnership with DROs, RMDs, and Human Resources.

Assesses PMMG managerial talent yearly assuring that our practice managers are trained appropriately; develop individual skills assessments and improvement plans (where necessary and in partnership with Human Resources) and recognizing those that maybe ready for the next step in their career.

Ensure the effective management and alignment of patient care operations across the regions’ practices, while also maintaining aligned operations with collocated clinical services.

Implements patient access initiatives across all clinical operations in conformity with health system standards.

Assembles, interprets and uses data to make informed decisions. Triages issues appropriately and responds in a timely fashion. Adopts evidence-based practices into operations.

Collaborates and builds consensus. In collaboration with DROs and practice leadership develop and define sustaining staffing models that are consistent with ambulatory operations expectations.

Ensures consistency with key elements of practice management operations across all locations, including satellite facilities to including but not limited to exam room utilization, Medical Assistant practices, Scope of Practice initiatives, analysis of clinical capacity, clinic wait time, and establishment of telehealth initiatives.

Serves as the point of clinical operations integration for the region’s primary care and specialty services ensuring alignment, sharing of best practices and management of variations across locations. Accountable and responsive to all practices regarding clinical practice and staff related inquiries, recommendations, and certain action plans in order to ensure the multispecialty clinical practices function well within the integrated practice.

Serves as escalation point to addressing barriers to delivery of care including staffing, equipment and facilities. Ensures that care delivery is consistent with policies and clinical quality standards, federal and state laws and regulations, and accreditation requirements.

Oversees eStar time and attendance process, monitors appropriate use of the eStar reports in compliance with FLSA and HR policy.

Assures compliance with institutional and national practice standards, applicable laws and board policies. Keeps abreast of current regulatory standard; develops and/or implements plan to address changes in standards.

Education or Equivalent Experience:

  • Bachelor of Arts or Science (Required)

  • 10+ years Progressive leadership experience in Ambulatory or hospital operations (Required)

  • Master of Arts or Science

  • MBA or MHA
