Naval Facilities Engineering Command SUPERVISORY FACILITIES OPERATIONS SPECIALIST in Bahrain Island, Bahrain

Summary You will serve as a SUPERVISORY FACILITIES OPERATIONS SPECIALIST in the DEPARTMENT OF THE NAVY of NAVFAC ROICC BAHRAIN. Responsibilities You will conduct performance evaluations of facilities maintenance employees to maintain optimal staff performance. You will interview, approve and/or select individuals for subordinate positions. You will conduct mid-year reviews and final performance appraisals to make recommendations for performance based awards. You will prioritize work using information from the customer and management tools (MAXIMO) to determine the importance of the service. You will monitor public works facilities department (PWD) service desk operations to ensure required standard operating procedures and policies are established. You will advise management on technical construction matters through reports, publication reviews, and regularly scheduled meetings. You will analyze work order requests for repair, maintenance, or construction projects to verify facility work is completed on time and within cost. You will monitor facility operations via MAXIMO to track and ensure project completion. You will liaise between an organization and a public works department to complete facility repair and maintenance projects. You will coordinate with organization and public works business lines to develop facility maintenance planning and execution strategies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Overseeing and implementing programs to identify and resolve challenging issues or problems related to equipment, facility, or service operations; AND 2. Preparing budgets for maintenance such as repair work, new construction and alteration projects to ensure program effectiveness; AND 3. Managing funds to support maintenance and repair programs; AND 4. Identifying customer requirements to recommend operating budgets for maintenance such as repair, and minor construction programs; AND 5. Developing and implementing management control policies and procedures to manage property operations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CONDITIONS OF EMPLOYMENT CONTINUED: Work is mostly sedentary, but some walking, climbing, bending, driving of vehicles may be required. Work is usually performed in an office setting with some visits to other NAVFAC organizations, job sites, FM&S Product Line facilities and spaces, and customer facilities. Work is normally performed in a well-lighted office setting with everyday risks or discomforts that require normal safety precautions. Exposure to uncomfortable conditions such as smoke, dust, dirt, noise, vibrations, poor illumination, poor ventilation, unpleasant odors, dampness, and extreme heat during summer months, may be encountered for periods of time during visits to job sites and shops to review planned and underway work. The job may be stressful with many deadlines imposed by higher-level headquarters, frequent contact with disgruntled customers, and response to life and property threatening emergencies. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). The Office of the Secretary of Defense (Personnel and Readiness) limits the number of Bahrain based DoD personnel accompanied tours. Dependent entry approval from Commander, U.S. Naval Forces Central Command is required for all accompanied tours prior to extending the final job offer and prior to issuing Permanent Change of Station (PCS) orders.
